Quang Nam requires departments and branches to speed up disbursement of capital for national target programs.

According to the report of the Department of Finance, the total capital plan for 2025 (including previous years extended) implemented by departments, branches, unions, and units under the provincial block is more than 128 billion VND (central budget more than 103 billion VND, provincial budget more than 24 billion VND).

As of March 31, more than VND 11.4 billion (9%) has been disbursed; of which, investment capital disbursed more than VND 10.8 billion (15%), and career capital disbursed VND 537 million (1%).

Specifically, the National Target Program (NTP) for sustainable poverty reduction disbursed more than VND 10.8 billion (17%); the National Target Program for socio-economic development in ethnic minority and mountainous areas disbursed 0%; the National Target Program for new rural construction disbursed VND 537 million (2%).

Currently, the National Target Program on New Rural Development and the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas are being implemented without major difficulties or problems.

Particularly for the National Target Program on Sustainable Poverty Reduction, in 2025, the central government was slow to allocate career capital, affecting the progress of capital allocation and organization of implementation of projects and sub-projects according to the plan set out at the beginning of the year.

Some component projects have too few support objects, or have them but there is no need for support, so localities propose a much lower allocation need than the detailed allocation according to the principles, criteria, and norms in Resolution No. 22/2022/NQ-HDND.

In addition, after the reorganization of central and provincial agencies, according to functions, tasks, powers and organizational structure, some units have no basis to propose capital allocation.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested departments, branches and units to urgently complete the transfer of resources to implement projects and works under the National Target Program.

Urgently speed up the capital disbursement progress, especially the capital from previous years to 2025 in April 2025. The capital for 2025 will be allocated as soon as possible, making the most of the time to complete as much work as possible.
