The meeting was held with the participation of the Department of Labor, Invalids and Social Affairs and related sectors, to assess the situation of drafting the plan to implement Resolution No. 68 of the Government and Program 55 of the Provincial Party Committee to implement Resolution No. 42 of the 13th Party Central Committee on continuing to innovate and improve the quality of social policies, meeting the requirements of national construction and defense in the new period.
Reporting at the meeting, the representative of the Department of Labor, Invalids and Social Affairs said that during the process of drafting, the unit proactively researched and at the same time requested relevant departments and branches according to their assigned functions and tasks to advise and propose targets, tasks and solutions to synthesize and draft the draft.
To date, 14 relevant agencies and units have contributed comments on the draft content. In particular, the Department of Agriculture and Rural Development proposed a target of more than 60% of rural households using clean water according to standards by 2030, lower than the target of 80% set in Resolution No. 68 of the Government.
The Department of Labor, Invalids and Social Affairs proposed that the rate of people over retirement age receiving monthly pensions, social insurance and social pension benefits by 2025 is 30%, lower than Resolution 68's 55%. At the same time, it proposed a reduction in the annual multidimensional poverty rate by 2025 of 0.3-0.4%/year, while Resolution 68 proposed this rate of 1-1.5%/year.
The Department of Information and Communications proposed that the rate of communes meeting digital standards on information and communication according to the national criteria set for advanced new rural communes by 2025 will reach 50% and by 2030 will reach 70%, lower than the targets of Resolution No. 68 of below 60% and 100% respectively...
At the meeting, representatives of relevant departments and agencies of the province presented and discussed the proposed targets lower than the Government's resolution. Accordingly, the reason for proposing lower targets is based on the actual situation of the locality, to ensure effective implementation of the set targets, avoiding the situation of chasing after achievements and inefficiency.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Tran Anh Tuan said that Resolution No. 68 of the Government and Program 55 of the Provincial Party Committee with many important contents and targets related to many fields create motivation to promote innovation, improve the quality of social policies, and meet the requirements of the cause of building and defending the Fatherland in the new period.
Therefore, in the implementation process, all levels and sectors of the province need to have the highest determination, close to local realities, and strive to achieve the set targets.
Vice Chairman of the Provincial People's Committee Tran Anh Tuan assigned the Department of Labor, Invalids and Social Affairs to absorb the opinions discussed at the meeting; at the same time, synthesize, supplement, and soon complete the draft, detailed and specific plan to submit to the People's Council for consideration and approval in the coming time.
