Quang Nam Provincial People's Committee believes that the construction of the Project "Development and formation of a medicinal plant industry center in Quang Nam province with Ngoc Linh ginseng as the main crop" is an extremely necessary and urgent practical requirement.

The People's Committee of Quang Nam province has just submitted a document to the Prime Minister requesting approval of the Project "Developing and forming a Medicinal Plant Industry Center in Quang Nam province with Ngoc Linh Ginseng as the main crop".

According to the Provincial People's Committee, promoting the planting of Ngoc Linh Ginseng in particular and medicinal plants in general in the midland and mountainous districts of the South Central Coast and Central Highlands regions... is a priority direction for economic development.

This is considered an important driving force to encourage people to promote their potential strengths to develop medicinal plants; at the same time, calling for and attracting businesses to invest in processing products from medicinal plants, contributing to improving the lives and developing the local economy.

However, in reality, there are still many difficulties such as the area capable of developing Ngoc Linh ginseng and other medicinal plants is quite large, but the potential resources for development are limited; the policy mechanism to develop the local medicinal plant industry is not strong enough, the ability to attract investment, develop, build and form medicinal plant factories and industrial parks is still low; concentrated medicinal plant production areas according to GACP - WHO have not been formed.

Meanwhile, in terms of processing, the locality is only at the initial processing level, without deep processing; the products have a brand; human resources invested in research and development of Ngoc Linh Ginseng and medicinal plants are still thin.

From the reality, it is necessary to have a strong enough policy mechanism and resources to create conditions to promote the development of potential raw material areas and attract large enterprises to invest in order to develop into a Center for the pharmaceutical industry in Quang Nam province.

Therefore, the construction of the Project "Development and formation of a medicinal plant industry center in Quang Nam province with Ngoc Linh ginseng as the main crop" is an extremely necessary and urgent practical requirement.

The general objective of the Project is to form and build the Medicinal Materials Industry Center in Quang Nam province into a national focal point in medicinal materials processing, ensuring the production and supply of drugs and medicinal materials products with quality, safety, effectiveness and reasonable prices, contributing to the goal of turning Vietnam's pharmaceutical and medicinal materials industry into a high-value commodity production industry, competitive in the domestic and world markets; developing Ngoc Linh Ginseng and other medicinal materials with strengths into high-quality, high-economic value commodities, serving public health care; contributing to creating jobs and income for people and ensuring national defense and security.

Regarding specific goals, in the period of 2025 - 2035, forming and developing a chain linking seed production, cultivation, processing, production and consumption of medicinal products in compliance with the principles and standards of Good Practice for Cultivation and Collection of Medicinal Plants of the World Health Organization (GACP-WHO) in accordance with the actual situation in the locality; building infrastructure for the Medicinal Plant Industry Center in Chu Lai Open Economic Zone with a scale of 50 hectares; attracting and calling for investment to build medicinal plant processing factories, facilities producing medicinal products for the medical - pharmaceutical industry and other industries in the region and nationwide; forming at least 3 factories producing oriental medicine and functional foods meeting GMP - WHO standards, 2 factories producing products serving the agricultural sector (livestock, cultivation). Upgrading and perfecting infrastructure and regional traffic connections, creating favorable conditions for development and attracting investment.

At the same time, during this period, Quang Nam province upgraded and enhanced the capacity of existing units and facilities to meet the needs of research, transfer, and application of science and technology to create quality products from medicinal herbs. Researched and perfected technological processes in seed production, cultivation, and processing of medicinal herb products.

In the period from 2036 to 2045, Quang Nam province will upgrade and develop infrastructure and develop regional transportation connections, creating favorable conditions for development and attracting investment. Build more factories to produce medicines, health protection foods and other products from Ngoc Linh ginseng and other medicinal herbs that meet prescribed standards; turn the Medicinal Herbs Industry Center in Quang Nam province into a focal point providing medicinal herbs products with national brands, making an important contribution to the economic and social development of the South Central Coast, Central Highlands in general and Quang Nam province in particular.

The project is being implemented in Quang Nam province with the aim of expanding raw material areas to the South Central Coast and Central Highlands provinces.

The medicinal materials are Ngoc Linh Ginseng and medicinal plants with potential, advantages, suitable for natural conditions in Quang Nam province and localities in the region, capable of participating in the value chain of the medicinal industry and sustainable linkage.

The land fund is planned to grow and develop Ngoc Linh Ginseng and other medicinal plants to provide raw materials for the Medicinal Materials Industry Center.

Organizations and individuals related to the development of Ngoc Linh Ginseng and other medicinal plants.

Participants in the production chain in the raw material area and Chu Lai open economic zone are households, cooperatives and enterprises.

The operational organization model of the Medicinal Materials Industry Center is a collection of production, processing, business, scientific research establishments, etc. on medicinal materials, taking Ngoc Linh Ginseng as the main force by building preferential policies and mechanisms, attracting investment, building programs, projects, etc. and the location for implementation is in Chu Lai Open Economic Zone (the Provincial People's Committee will arrange an area suitable to the investment level of the enterprise).

For this center, the province did not build a separate management model, but the People's Committee of Quang Nam province assigned additional tasks to the Management Board of Economic Zones and Industrial Parks of Quang Nam province to monitor, manage and organize implementation.

According to the Provincial People's Committee's Proposal, in order to fully promote the province's strengths and potential in developing large-scale medicinal material growing areas, it is necessary to consider many aspects, focusing on three advantages, including focusing on developing Ngoc Linh Ginseng, a priority crop and also a specialty and strength of the province; preserving, developing and exploiting natural resources on forestry land; developing specialized medicinal material growing areas.

At the same time, Quang Nam province plans to develop raw material areas including Ngoc Linh ginseng and other medicinal herbs in the province with a total area of ​​89,195 hectares in 3 ecological sub-regions: High mountain sub-region including Dong Giang, Bac Tra My, Nam Giang, Nam Tra My, Phuoc Son, Tay Giang districts; Midland sub-region including Hiep Duc, Nong Son, Tien Phuoc districts; Plain sub-region including Dai Loc, Duy Xuyen, Nui Thanh, Phu Ninh, Que Son, Thang Binh districts; expanding raw material areas to neighboring provinces with an area of ​​50,000 hectares, meeting the needs of developing medicinal herb industrial parks in Quang Nam province. The total planned area for growing Ngoc Linh ginseng is 16,580 hectares, of which 8,400 hectares are in Quang Nam province and 8,180 hectares are in Kon Tum province.

Along with that, Quang Nam province believes that it is necessary to have a roadmap for sustainable exploitation and development, ensuring natural regeneration of medicinal resources on forestry land in each stage, for each group of subjects, especially for endemic and rare species that must be controlled according to Circular No. 16/2022/TT-BYT dated December 30, 2022 of the Ministry of Health; develop a number of medicinal species on a large scale, ensuring sufficient supply of raw materials for industrial production, such as: Ba kich, Dang sam, Amomum purple...; invest in and build a chain of processing factories in Chu Lai open economic zone and 5 facilities for purchasing, preliminary processing - processing raw materials along the main traffic axis from the raw material area to Tam Ky city (Quang Nam) to ensure supply for the medicinal plant industrial park.

In addition, to ensure the expansion of raw material areas to neighboring provinces, Quang Nam province needs to build 1-2 additional medicinal material processing and preparation facilities according to the raw material area planning of each locality.
