Attending the ceremony, on the central side, there were comrades: Nguyen Trong Nghia - Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission; Phan Dien - former Politburo member, former Standing member of the Secretariat; Nguyen Duc Hai - Party Central Committee member, Vice Chairman of the National Assembly; Mai Van Chinh - Party Central Committee member, Deputy Prime Minister; Dang Thi Ngoc Thinh - former Party Central Committee member, former Vice President; Hoang Cong Thuy - Vice Chairman of the Central Committee of the Vietnam Fatherland Front.
Delegates from the Military Region 5 Command included Major General Le Ngoc Hai - Commander of Military Region 5, Lieutenant General Trinh Dinh Thach - Political Commissar of Military Region 5.
Regarding international delegates, there were representatives of diplomatic agencies of various countries; high-level delegations from Sekong, Champasak, Attapeu and Salavan provinces (Laos); Nagasaki province and Kinokawa city (Japan); Osan city, Yongin city and Gwangyang city (South Korea); Gansu province and Guangxi Zhuang Autonomous Region (China); Ubon Ratchathani province (Thailand); Moghilov province (Belarus); Battambang province (Cambodia).
The ceremony was also attended by leaders of the following provinces and cities: Da Nang City, Ho Chi Minh City, Ba Ria Vung Tau, Thanh Hoa, Hai Phong, Hue, Kon Tum, Quang Ngai, Binh Dinh, Dong Nai.
On the side of Quang Nam province, there were alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet, together with leaders and former leaders of the province; veteran revolutionaries, pre-uprising cadres, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Heroes of Labor, cadres, soldiers and people from all walks of life in the province.
Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man and leaders of agencies, units and localities sent congratulatory flower baskets.
Quang Nam rises from hardship
The opening speech by Comrade Luong Nguyen Minh Triet - Alternate Member of the Party Central Committee, Secretary of the Provincial Party Committee, at the ceremony reviewed the heroic revolutionary tradition of the Party Committee, army and people of Quang Nam in the two struggles for national liberation and homeland construction after the liberation day.
The speech emphasized: Exactly 50 years ago today - March 24, 1975, in the spirit of the rapid revolutionary offensive of the whole country, the flag of the Liberation Front flew over Quang Tin province, the first town on National Highway 1 in the South to be completely liberated.
Also in this historic March, 95 years ago, on March 28, 1930, the Quang Nam Provincial Party Committee was established, the second Party Committee in the country (after the Hanoi Party Committee) established after the establishment of the Communist Party of Vietnam - February 3, 1930. These are important events, special milestones in the revolutionary career of the Quang Nam Party Committee and people.
From a Party Committee with only 80 members at the end of 1930, over the years, the Provincial Party Committee has continuously grown in strength; become experienced and mature in intelligence, mettle, and will; and its leadership capacity and fighting strength have been constantly improved.
By the end of 2024, the Quang Nam Party Committee had 1,119 grassroots party organizations with 73,495 party members; it was the leading force and center for uniting, gathering, and mobilizing the combined strength of the army and people of the whole province to successfully carry out revolutionary movements during the resistance war and after the day of peace.
In the process of national renewal, especially after 28 years of re-establishing the province, the Quang Nam Party Committee continues to affirm its leadership role and dynamism and creativity in efforts to overcome difficulties and develop the province.
From a predominantly agricultural economy with fragmented and backward agricultural production, more than 50% of households living in poverty; industry and tourism were almost insignificant; budget revenue was only over 150 billion VND in the first year of re-establishing the province (1997), Quang Nam has continuously risen with impressive developments.
Since 2017, Quang Nam has officially transferred domestic revenue to the Central Government. In 2024, the total economic revenue in the area reached more than 27,600 billion VND (217 times higher than in 1997), the economic scale was more than 129 trillion VND, and the average income per capita was more than 84 million VND.
The economic structure has shifted strongly towards industry and services. People's lives have been constantly improved, the poverty rate has decreased rapidly, by the end of 2024 it will be only 4.56%. The whole province has 149/193 communes recognized as meeting new rural standards, 5 district-level units meeting new rural standards.
In particular, from a purely agricultural province, Quang Nam now has Chu Lai Open Economic Zone with the largest automobile manufacturing and assembly center and mechanical industry in the country; Chu Lai airport has been put into effective operation and is planned to become a 4F international airport, and a seaport planned to be class 1 to receive 50,000-ton ships.
The province has 14 industrial parks and more than 50 industrial clusters in operation with many large investors, attracting more than 6.2 billion USD in foreign investment and hundreds of thousands of billions of VND in domestic investment, creating jobs for more than 113 thousand workers.
Infrastructure, especially transport infrastructure, is developed synchronously, including airports, seaports, railways, roads, and international border gates connecting regions. Tourism and services are developing rapidly. The total number of visitors staying in Quang Nam in 2024 will reach more than 8 million, including more than 5.5 million international visitors.
The startup and innovation movement has spread widely. There are more than 480 OCOP products classified as 3 stars or higher, including many products from Ngoc Linh ginseng, affirming the diversity, richness and strong vitality of Quang Nam's rural economy.
With great contributions in the resistance war as well as in peace, Quang Nam was honored to be awarded many noble titles by the Party and State such as the Gold Star Order (for Quang Nam - Da Nang province in 1985), Ho Chi Minh Order in 2010, First Class Independence Order in 2017, Third Class Labor Order in 2020... and many other noble awards and titles.
Making Quang Nam a bright spot for development in the country
Speaking at the ceremony, comrade Nguyen Trong Nghia - Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission, on behalf of the Party and State leaders, commended and congratulated the achievements that the Party Committee, government and people of Quang Nam have achieved in the glorious history of the past 95 years.
Comrade Nguyen Trong Nghia emphasized: Quang Nam, a land rich in historical and cultural traditions, "brave and resilient" has always been a shining symbol of patriotism, indomitable will and indomitable spirit in the face of all difficulties and challenges. Throughout history, from the patriotic movement against colonialism and imperialism to the nation's long-term resistance war, the people of Quang Nam have always been united, unanimous, and joined hands to contribute to the whole country to defeat the invaders, liberate and build the homeland.
Believing that Quang Nam will continue to develop comprehensively, modernly, sustainably and become a model in the whole country, comrade Nguyen Trong Nghia requested the Party committees, authorities and people of Quang Nam to update, concretize, and urgently and resolutely implement the Party's guidelines and policies, the State's policies and laws on streamlining the organization and apparatus of the political system according to Conclusion No. 126 dated February 14, 2025 and Conclusion No. 127 dated February 28, 2025 of the Politburo and the Secretariat.
Continue to improve the leadership, governance and fighting capacity of the Party Committee in conjunction with building a lean, compact, strong, efficient, effective and efficient political system; reduce overlap in management, focus resources on strong investment in infrastructure, health care, education and key economic sectors. Combine streamlining the apparatus with structure, build a team of qualified and capable cadres who dare to think, dare to do and dare to take responsibility.
Quang Nam needs to maintain and effectively promote the main growth drivers of the economy; develop based on the balance between urban and rural areas, industry and agriculture, mainland and islands, striving for a double-digit GRDP growth rate from 2025 onwards.

Promoting the advantages of Chu Lai Open Economic Zone, attracting investment to develop key industries and high-tech agricultural projects; focusing on environmental protection, responding to climate change and building and developing a green, circular and sustainable economy.
Promote trade, invite and attract strategic investors to invest in and develop the exploitation of airports, seaports, logistics centers, etc. Develop tourism and high-quality services, becoming the leading tourism center of the country, a green, safe, sustainable tourist destination of international stature.
Focus on developing high-quality human resources, promoting the development of science, technology, innovation and digital transformation according to Resolution No. 57, dated December 22, 2024 of the Politburo and Resolution No. 03, dated January 9, 2025 of the Government. Focus on improving the quality of life of the people, especially ethnic minorities in disadvantaged areas, remote areas, mountainous areas, border areas and islands.
Continue to focus on promoting the building of a clean and strong Party; effectively prevent and combat corruption, waste and negativity. Strengthen national defense and security, maintain political stability and social order and safety. Quang Nam must truly be a solid shield in the Central Highlands region, contributing to protecting the territorial integrity and national sovereignty.
