Quang Nam focuses on disbursing capital for national target programs

Low disbursement rate

According to the Department of Finance's statistics, the total capital plan for 2025 (including previous years) in Tam Ky, Dien Ban, Hoi An, Dai Loc, Nui Thanh, Duy Xuyen, Thang Binh, Phu Ninh, Que Son, Hiep Duc, Tien Phuoc is over 669.9 billion VND. The disbursement rate as of April 10, 2025 is over 48.3 billion VND, reaching 7%.

Specifically, for the National Target Program (NTP) on sustainable poverty reduction, 11 districts, towns and cities in the plains and lowland areas only allocated career capital with a total cost of transferring sources from 2022, 2023, 2024 to 2025 of more than 5 billion VND, which has not yet been disbursed; in 2025, there has not been a detailed capital plan allocated.

For the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas, the total capital plan for 2025 of the three districts of Hiep Duc, Tien Phuoc, and Dai Loc is more than 66.6 billion VND, which has not yet been disbursed.

For the National Target Program on New Rural Construction, the total capital plan for 2025 of 11 districts, towns and cities is more than 598 billion VND, currently disbursed more than 48.3 billion VND, reaching 8%.

Localities believe that there are many factors affecting the disbursement in the first quarter of 2025, so the disbursement is slow. Localities are closely following the progress, continuing to implement projects, focusing on finalizing and paying off debts for projects in the 2021-2025 period before June 30, and not leaving any debt after the merger.

Mr. Nguyen Van Nam - Chairman of Hiep Duc District People's Committee said: "In the first quarter of 2025, there are many factors affecting the disbursement progress of national target programs, but the district is closely following the progress, and has so far allocated capital for the programs to works and projects. The district will regularly urge communes and contractors to ensure progress, speed up the progress to disburse according to the requirements of the Provincial People's Committee".

No backlog at the end of the activity

At the meeting, Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested localities to focus on speeding up the disbursement of capital sources before the end of district-level activities (June 30, 2025).

Localities develop detailed disbursement progress for each capital source; in which, for the sources of 2022, 2023 and 2024 transferred to 2025, 100% must be disbursed before April 30, 2025, and 100% of the planned capital for 2025 must be disbursed before July 30, 2025 to facilitate the handover when the province is reorganized.

Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested the People's Committees of localities to regularly lead, urge, inspect, supervise, and work with specialized departments, commune-level People's Committees, and investors to listen to reports and grasp the specific implementation status of each indicator, criterion, project, sub-project, and component content of the National Target Programs.

At the same time, the Steering Committee for National Target Programs at the provincial level regularly urges and monitors the implementation progress of districts, towns and cities from now until before the province is reorganized to hand over tasks to the new province.

“For each project, the investor works with the contractor, has a written commitment to the progress of implementation for disbursement. In case the contractor does not ensure the progress, after the completion of the district level, entering the province, if there is any problem in the final settlement, the contractor will be responsible.

"For projects invested by the commune, when the final settlement is completed, the commune level is responsible for the paperwork and completes it before entering the commune; the district level is the same, not leaving any backlog after the mission is completed. For the 2025 project under construction, update the construction diary completely for each part and item to hand over to the new unit and locality" - Mr. Tuan requested.
