Manage and use resources effectively
In 2024, the Provincial People's Committee collected, paid, managed and used fees related to natural resources in a timely manner into the state budget according to current regulations. At the same time, it reviewed 8 projects that did not put land into use or were slow to put land into use in the 2016-2021 period according to Resolution No. 74/2022/QH15 dated November 15, 2022 of the National Assembly.
Of these, 4 projects have not yet been constructed to put the project into operation, including Thuy Long Tourism Company Limited (Hoi An), Thanh Phong Trading and Service Company Limited (Duy Xuyen), Thinh Thuan Company Limited (Thang Binh), Hung Hau Construction and Equipment Trading Company Limited (Nui Thanh), so it has been recommended to be revoked.
Regarding the management, exploitation and use of forest resources, the Provincial People's Committee resolutely directed agencies, units, localities and forest owners to proactively implement key solutions to prevent deforestation, encroachment and occupation of forest land, forest fires... to minimize forest damage.
Since the beginning of the year, the Provincial People's Committee has approved 4 plans to exploit and utilize natural forest wood on areas converted from forest use to other purposes and on areas temporarily used for forest use with an area of 15.2 hectares of wood exploitation and utilization, with a total output of 1,683.7 m3 of wood and firewood.
In addition, the Provincial People's Committee approved the impact and restoration plan for the natural forest area affected by the construction and project with a total area of 3.69 hectares, the total volume of wood and firewood is 622m3; liquidation of planted forests damaged by natural disasters and collection of forest products with an area of 53.79 hectares, the total volume of wood is 939.2m3.
During the year, the forest rangers and specialized forest protection forces organized more than 2,320 patrols and raids; thereby, they discovered and recorded 179 violations in the forestry sector. The total amount of money collected and paid to the state budget was more than 885 million VND.
In 2024, saving 10% of regular expenditure to create a source to implement salary reform for budget units under the provincial budget and People's Committees of districts, towns and cities is more than 375.1 billion VND.
Saving 5% of the annual regular expenditure estimate for budget units under the provincial budget and People's Committees of districts, towns and cities, nearly 91 billion VND.
During the budget appraisal process, the contents with incorrect regimes, wrong objects, wrong standards and norms were cut, the amount of more than 6.7 billion VND.
Agencies and units have saved more than 48.4 billion VND by implementing the spending contract mechanism and granting autonomy; saved more than 36.6 billion VND in administrative management expenses, implementation of national target programs, scientific research, technology, education and training, healthcare...
Regarding the management of basic construction investment finance, the state budget has been saved nearly 459.4 billion VND. Of which, savings through design and estimate appraisal are nearly 35.9 billion VND; savings through bidding and competitive bidding are over 400.7 billion VND; savings through appraisal and approval of completed project settlement are over 22.7 billion VND.
Low asset recovery after inspection
According to the Provincial People's Committee, in 2024, the entire sector conducted 251 administrative inspections at 392 units. Thereby, violations of more than 37.6 billion VND and more than 10,601m2 of land were discovered; recommendations were made to recover and pay to the State budget 16,847.3 million VND and 2,523.4m2 of land; recommendations were made to rectify, reduce the settlement value, and handle other matters of nearly 20.9 billion VND and more than 8,078m2 of land; recommendations were made to review the responsibilities of 192 collectives and 335 individuals. At the same time, the case file was transferred to the Provincial Police in 1 case; information of the case was transferred to the Provincial Police in 3 cases and the Thang Binh District Police in 1 case for consideration according to their authority.
Regarding specialized inspection work, 330 inspections and checks were conducted at 831 organizations and 928 individuals. Thereby, 157 organizations and 356 individuals were detected and handled for violations, with a total amount of more than 21.3 billion VND; proposed to recover and pay to the State budget more than 20.7 billion VND; imposed administrative fines of more than 6.6 billion VND; transferred 1 case with 3 subjects to Tam Ky City Police.
The inspection and examination work has contributed to positively impacting the awareness and actions of units and heads of units in the management of finance, budget, capital construction investment management, thrift practice, and waste prevention. However, the rate of recovery of money and assets after inspection is not high.
Speaking at the discussion session of the 28th session of the 10th Provincial People's Council, Head of the Provincial Party Committee's Internal Affairs Committee Nguyen Manh Ha suggested that the Provincial People's Council strengthen supervision and the Provincial People's Committee continue to direct the work of practicing thrift and fighting waste, especially the recovery of money and assets from current economic corruption cases, which has achieved a very low rate. There were a total of 12 cases but only 1 case was carried out, recovering only 433 million VND/95 billion VND.
Regarding economic cases, only 12 cases have been carried out, recovering 538 million VND; there are still 33 cases with 24 billion VND that have not been recovered. The conclusions of state inspections and audits, the rate of recovering money and land is low, remaining for many years.
Anti-waste in disbursement
According to the Department of Planning and Investment, by mid-December, Quang Nam had disbursed more than 62% of the 2024 public investment capital plan, equivalent to nearly VND 5,659 billion out of a total of nearly VND 9,096 billion. Specifically, the central budget disbursed 53.9%, and the local budget reached 63.8%. Currently, the provincial leaders are directing strongly to speed up the disbursement progress, but the disbursement results are still far from the target of completing 95% of the plan assigned by the Prime Minister.
The reason for the slow disbursement is that the 2023 Bidding Law takes effect from January 1, 2024, but the Government has not issued Decree No. 24 guiding the implementation of the law until February 27, 2024. Therefore, in the first 3 months of 2024, the approval and approval of adjustments to the contractor selection plan are very limited, affecting the overall disbursement progress.
In addition, in many localities, the direction of the work is not decisive; compensation and site clearance work is prolonged. The shortage of soil and construction sand has led to construction units approaching higher prices than the estimated unit price, leading to some contractors implementing construction at a slow pace, waiting for the construction price index to be adjusted to match the market unit price. The capacity of the winning unit is not good, leading to the implementation being slower than planned.

Quang Nam has 9 mountainous districts, while from October to December every year, weather conditions are complex, with prolonged rain and a high risk of landslides, so construction is interrupted, especially traffic projects.
For projects using ODA capital, foreign preferential loans are disbursed slowly because the review and approval by donors of investment procedures, contractor selection plans, and capital withdrawal documents often takes a long time, so the disbursement of projects using ODA capital is slow.
For the three national target programs, site clearance is slow due to forest land and planning problems, so some projects are slow to implement. Many documents issued by central agencies to implement the program are not synchronized, some contents are overlapping. The Law on Bidding stipulates that public capital over 100 million VND must be organized for bidding, which also affects the implementation progress of the programs.
According to Chairman of the Provincial People's Committee Le Van Dung, Quang Nam currently has 94 projects and investment works that are behind schedule and have been delayed for many years. In 2025, Quang Nam will focus on these 94 works.
Anti-waste is an area that the Central Government is directing very strongly. Quang Nam has established a Steering Committee to implement measures to prevent and combat waste in the province. In the coming time, we will review all projects, works, and public assets. If there is waste, we will resolutely overcome it, making an important contribution to achieving the economic growth target.

Regarding the major tasks in 2025, the provincial leaders will monitor the progress of disbursement of investment capital, actively urge the repayment of the remaining advance investment capital within the prescribed time. Focus on implementing effective solutions to increase the disbursement rate of public investment capital and public expenditure for national target programs; speed up the implementation of key projects and works with spillover effects. Along with accelerating the progress of disbursement of public investment capital, it is necessary to ensure the quality of works and projects, and prevent negativity, loss and waste.
The Provincial People's Committee will promote the digitalization of the process of monitoring, supervising and managing public investment capital. At the same time, continue to carry out the licensing and management of mineral activities in accordance with the mineral planning strategy; ensure socio-economic efficiency, environmental protection and sustainable development. This is the basis for solving difficulties for localities and construction units regarding basic construction materials in the construction of works and projects.
