Quang Nam is a proactive and creative locality in mobilizing foreign non-governmental aid.

The delegation was led by Ms. Trinh Thi Mai Phuong - Deputy Director of the Department of Foreign Affairs (Ministry of Foreign Affairs). Vice Chairman of the Provincial People's Committee Tran Anh Tuan and leaders of relevant departments and branches received and worked with the delegation.

According to the report at the meeting, from September 2022 to September 2024, there will be 77 NGOs, humanitarian and charitable organizations, and foreign individuals coming to Quang Nam to carry out aid activities and sponsor the implementation of new programs and projects.

Of these, 53 NGOs have been registered and are currently operating in the province. Most of the aid organizations and individuals come from the United States, Australia, South Korea, Japan, England, and France. Quang Nam has allowed and strictly managed 582 delegations with 3,895 visitors to carry out humanitarian activities in the province.

Ms. Nguyen Thi Thuy Trang - Deputy Director of the Department of Foreign Affairs informed that from September 2022 to September 2024, Quang Nam province received 161 non-refundable aid packages not belonging to official development assistance from foreign agencies, organizations and individuals with a total committed funding capital of more than 455 billion VND; of which, a total budget of more than 41.6 billion VND was assigned to agencies, organizations and units receiving the aid projects from the state budget revenue source.

“Focusing on the fields of education, health, resources and environment..., the projects and works have made positive contributions to the socio-economic development of the province, especially improving the lives and ensuring social security for people in remote areas and disadvantaged people,” said Ms. Trang.

Ms. Trinh Thi Mai Phuong - Deputy Director of the Department of Foreign Affairs assessed Quang Nam as one of the proactive and creative localities with many good ways in attracting and mobilizing foreign aid.

Ms. Phuong also mentioned important contents that the delegation discussed with Quang Nam province. In particular, focusing on reviewing and evaluating contents related to the implementation of Decree 58 of the Government on registration and management of activities of NGOs; guiding and improving operational efficiency; resolving recommendations and proposals in each field, as well as receiving proposals to submit to competent authorities for consideration and resolution.

Vice Chairman of the Provincial People's Committee Tran Anh Tuan said that, not only contributing to socio-economic development, NGOs are also like "ambassadors" bringing the image of the land and people of Quang Nam to international friends. The province is very interested in creating favorable conditions for NGOs to operate locally, but must ensure compliance with current laws.

“The issues discussed by the working group are very practical and necessary for Quang Nam province. This is an opportunity for the locality to learn from experience, revise and develop creative ways of receiving and managing aid funds to make this work standardized, practical and effective,” said Vice Chairman of the Provincial People’s Committee Tran Anh Tuan.
