Quang Nam proposes that the Ministry of Transport soon implement the project to upgrade and renovate National Highway 14D.

The provincial People's Committee said that National Highway 14D has many ore-carrying vehicles (vehicles with over 5 axles, total weight of about 48 tons) from Laos to Vietnam through Nam Giang International Border Gate with about 250 vehicles/day, causing the road to deteriorate very quickly. The ability to maintain and repair to ensure traffic safety when these vehicles travel is very difficult, exceeding the prescribed budget for road maintenance.

In addition, there are 10 small-radius curves on the route that have not been renovated, making it difficult for tractor-trailers to travel, often falling into longitudinal ditches, causing traffic jams. The road has peeled off most of its asphalt surface, leaving only gravel, generating a lot of dust, polluting the environment, affecting all aspects of life of the people in 5 highland communes of Nam Giang district.

With the assigned responsibility, the Department of Transport of Quang Nam province is implementing regular maintenance management; including patching potholes to ensure traffic safety with asphalt or gravel; adding additional signs, warning signs of danger, and damaged roads. The budget allocated for implementation is about 4 billion VND annually.

At the same time, there are some periodic repair works. In 2024 alone, there are 4 works with a total repair length of about 15/74.4km of the entire route, which is not enough to solve all traffic safety issues, ensure transportation needs, and socio-economic development.

Therefore, Quang Nam proposed that the Ministry of Transport accelerate the progress of investment documents and procedures and soon implement the project to upgrade and renovate National Highway 14D according to the direction of Deputy Prime Minister Tran Hong Ha in Official Dispatches No. 9927 dated December 20, 2023 and No. 798 dated February 1, 2024 of the Government Office. In the immediate future, the Ministry of Transport will consider and supplement additional funding to continue repairs in 2024 and the following years to ensure traffic safety, serve the trade of goods and travel on the route.

While waiting for the upgrade and renovation of the entire route, Quang Nam proposed that the Ministry of Transport consider and implement urgent measures. That is, prohibiting vehicles with more than 5 axles carrying ore from circulating on National Highway 14D. The transportation of ore through Nam Giang International Border Gate can be done by transferring to regular trucks with small loads (equal to or less than 30 tons) for convenient travel. Overcoming congestion at 10 curves with small, narrow radii that have not been renovated.
