In his speech at the spring political conference of the year of the Snake on February 3, 2025, alternate member of the Party Central Committee and Secretary of the Provincial Party Committee Luong Nguyen Minh Triet pointed out 9 key solutions for Quang Nam province to enter a new era of development. One of those solutions is to focus on and promote the effective implementation of Resolution No. 57 of the Politburo.
Prepare the first meeting content
Implementing Resolution 57 of the Politburo, the Standing Committee of the Quang Nam Provincial Party Committee issued Decision 1790 dated January 24, 2025 on the establishment of the Steering Committee for Science, Technology (S&T) Development, Innovation (I&T) and Digital Transformation (DDT) of Quang Nam province, with the Provincial Party Secretary as Head of the Steering Committee.
The Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee act as Deputy Heads of the Steering Committee. The Vice Chairman of the Provincial People's Committee (in charge of the fields of Science, Technology, and Digital Transformation) acts as Deputy Head of the Standing Steering Committee.
Members of the Steering Committee include: Chairman of the Provincial Vietnam Fatherland Front Committee, heads of provincial Party committees, Director of the Provincial Police, Commander of the Provincial Military Command, Chief of the Provincial Party Committee Office (as Standing Member), Director of the Department of Science and Technology, Director of the Department of Information and Communications, Director of the Department of Finance, Director of the Department of Planning and Investment.
The Steering Committee is responsible for advising the Provincial Party Committee Standing Committee on leadership, direction, and implementation of the tasks of developing science and technology, innovation, and digital transformation in the province. It is expected that next week, the Provincial Steering Committee will hold its first meeting to give opinions on a number of related issues.
According to Mr. Nguyen Duc Binh - Director of the Department of Information and Communications, the first meeting of the Steering Committee will give opinions on the decision to establish the Working Group, the Advisory Council and the annual Work Program of the Steering Committee. At the same time, it will give opinions to advise the Standing Committee of the Provincial Party Committee to issue the Action Program to implement Resolution 57.
It is known that the draft Action Program to implement Resolution 57 of the Provincial Party Committee has been developed by the Department of Information and Communications in coordination with the Department of Science and Technology and the Provincial Party Committee Office to collect members' opinions.
The Draft Action Program of the Provincial Party Committee sets out the goals, targets, tasks and main solutions to implement Resolution 57 in Quang Nam province until 2030 and 2045.
Accordingly, the province has identified a number of key targets by 2030, namely the potential, level of science and technology and innovation to be among the localities at a fairly good level; in which, striving to reach the advanced level of the whole country in the fields of automobile industry, precision mechanics; the scale of the digital economy to reach at least 20%. The innovation index (PII), creative startup index, digital transformation index (DTI) ranked in the group of 30 leading provinces and cities nationwide...
By 2045, science and technology, innovation and digital transformation will develop steadily, contributing to making Quang Nam a developed province with a fairly high income in the country. The digital economy will account for at least 50% of GRDP; and it will be in the top 20 provinces and cities in science and technology, innovation and digital transformation.
According to the draft Action Program to implement Resolution 57, the Provincial Party Committee issued a list of 29 specific targets until 2030 and 2045.
In addition, a list of 57 tasks associated with 7 groups of tasks and key solutions to be implemented in 2025 and the coming years was issued. The tasks are assigned responsibilities to each implementing agency and completion time.
Budget appropriately
At the National Conference on Breakthroughs in Science and Technology Development, Innovation and National Digital Transformation, General Secretary To Lam - Head of the Central Steering Committee, outlined 8 tasks and solutions for implementation in the coming time.
The General Secretary emphasized the need to prioritize budget allocation for science and technology as a breakthrough national policy. Notably, he proposed that the Government allocate at least 3% of the budget to implement Resolution 57 in 2025 and continue to increase the spending ratio for science and technology to 2% of GDP in the next 5 years.
In this spirit, the draft Action Program to implement Resolution 57 of the Quang Nam Provincial Party Committee sets the target: By 2030, Quang Nam's research and development (R&D) budget will reach 2% of GRDP; of which, social budget accounts for more than 60%; allocate at least 3% of the total annual budget for science and technology development, innovation, and digital transformation and gradually increase according to development requirements.
Regarding budget allocation, in 2024, the budget allocated to implement the Project on developing information technology applications and building digital government of Quang Nam province in the period of 2021 - 2025 is more than 101 billion VND (provincial block 21 billion VND; district, town, city block 78 billion VND; Provincial Police 2 billion VND).
Mr. Dang Phong - Director of the Department of Finance said that the budget for digital transformation in Quang Nam is currently higher than the national average, accounting for about 0.68% of the total budget expenditure. In 2025, the estimated budget allocated for digital transformation is approximately 109 billion VND.
According to Mr. Phong, the important issue is how to make the budget for digital transformation effective. In fact, there are currently too many applications and software being invested in but the effectiveness is unclear.
Vice Chairman of the Provincial People's Committee Ho Quang Buu often emphasizes the issue of allocating a suitable budget for science and technology development and digital transformation up to 2% of total annual expenditure. However, a worrying issue is that the disbursement of science and technology and digital transformation capital often encounters difficulties due to many different reasons. This is also one of the realities that has existed for many years and requires solutions to overcome in the process of implementing Resolution 57 in the coming time.
Chairing the recent working session of the Steering Committee for Administrative Reform, Digital Transformation and Project 06 of the provinces, Vice Chairman of the Provincial People's Committee Ho Quang Buu emphasized the spirit of drastic implementation of Resolution 57 from the central to local levels. Accordingly, sectors and localities need to be more determined and proactive in implementing digital transformation tasks and Project 06. The Department of Information and Communications presides over and advises the Provincial People's Committee on draft programs and plans to implement Resolution 57 of the Politburo and considers this a key task in the coming time.
