Implementing the direction of the Provincial People's Committee in Official Dispatch No. 5643, dated July 29, 2024 on the implementation of "zero-dong" fee and charge collection in the implementation of online public services, at the request of the Department of Information and Communications, up to now, the Information and Communications Technology Center has completed the full configuration of the collection levels for the List of administrative procedures issued by the departments: Planning and Investment, Labor - Invalids and Social Affairs, Culture - Sports and Tourism, Construction, Justice, Natural Resources and Environment on the Provincial Administrative Procedure Information System.

The above departments are required by the Provincial People's Committee to fully approve the list of administrative procedures (provincial, district, and commune levels) eligible for collecting "zero" fees and charges for 8 fees and 5 charges for implementation.

The Provincial People's Committee requests specialized agencies under the Provincial People's Committee, the Provincial Economic Zones and Industrial Parks Management Board, the District People's Committees, and the Commune People's Committees to organize the reception of online applications, collect "zero" fees and charges as required in Decision No. 1770 of the Provincial People's Committee and Resolution No. 18 of the Provincial People's Council when people and businesses submit applications online.

At the same time, coordinate with the Provincial Public Administration Service Center, the People's Committees at district and commune levels to post and publicize the list of administrative procedures with "zero" fees and charges on the electronic information pages of agencies, units, localities and at "one-stop" departments at all levels.

Resolution No. 18 of the People's Council of Quang Nam province, term X, stipulates the "zero" fee and charge level for services under the decision-making authority of the Provincial People's Council when performing online public services, including:

(1) Fee for appraisal of land use right certificate application. (2) Fee for registration of security measures. (3) Fee for appraisal of certificate of eligibility to operate sports facilities and professional sports clubs.

(4) Fee for appraisal of environmental impact assessment report. (5) Fee for appraisal of dossier and conditions for practicing underground water drilling. (6) Fee for appraisal of surface water exploitation and use project.

(7) Fee for appraisal of projects and reports on exploration and assessment of reserves, exploitation and use of underground water. (8) Fee for appraisal of issuance, re-issuance and adjustment of environmental licenses.

And 5 fees include: Business registration fee; fee for granting work permits for foreigners working in Vietnam; fee for granting construction permits; fee for granting certificates of land use rights, house ownership rights, assets attached to land; civil status fee.
