Quang Nam gives comments on the draft Law on Cadres and Civil Servants (amended) and the Law on Teachers

(QNO) - Implementing the program of organizing to collect opinions on law making in 2025 and preparing content to participate in the 9th Session of the 15th National Assembly, this morning, April 23, the National Assembly Delegation (NA Delegation) of Quang Nam province held a conference to collect opinions on the draft Law on Cadres and Civil Servants (amended) and the Law on Teachers.

According to Mr. Phuoc, the upcoming National Assembly session has a lot of work, including the expected passage of 30 laws. To contribute to the completion of the draft laws, the National Assembly Delegation of Quang Nam province organized to collect opinions on two very important laws: the Law on Cadres and Civil Servants (amended) and the Law on Teachers.

"All opinions and recommendations were noted by the Quang Nam Provincial National Assembly Delegation, studied and added to the written comments to participate in the upcoming National Assembly forum," said Mr. Phuoc.

According to Mr. Luu Tan Lai - Deputy Director of the Department of Home Affairs, the draft Law on Cadres and Civil Servants has many changes in the definition and new regulations on job positions of cadres and civil servants, in line with the policy of arranging, streamlining the apparatus and merging and eliminating the district level.

However, there should be regulations on recruitment of civil servants from ethnic minorities and disadvantaged mountainous areas so that the Government can have regulations, policies and solutions because in reality, recruitment has been very difficult in the past.

In addition, according to Mr. Lai, handling officials and civil servants who do not hold positions and do not complete their tasks will also be difficult, and should be separated from the regulations for officials and civil servants holding positions.

Regarding the Law on Teachers, Mr. Lai said that the draft stipulates that "teachers' salaries are ranked highest in the administrative career salary scale system", but needs to be clarified further.

Regarding the mobilization of teachers who are principals, vice principals, and teachers to work as civil servants at the department, the regulation in the draft that only retains preferential allowances for 12 months is too low. It is proposed to increase it to 36 months.

“Previously, the retention period was 36 months, but later it was no longer available. Therefore, this transfer is very difficult because school management staff and teachers lose all preferential allowances and seniority,” Mr. Lai shared.

According to Mr. Nguyen Cong Thanh - Deputy Director of the Department of Education and Training, the Law on Teachers has been amended many times and basically the viewpoints and contents in the draft law are consistent. However, from the perspective of an insider, Mr. Thanh suggested adjusting some words regulating the rights of teachers, recruitment, internship and probationary regimes.

Some opinions expressed concerns and suggested clearer regulations on extra teaching and learning to avoid widespread and negative situations.
