Highway 14B (also known as Ho Chi Minh Highway, Eastern Branch) is part of the main East-West crossroads in the northern part of Quang Nam Province. The route is part of the ASEAN road network, starting from Tien Sa Port (Da Nang City) to Nam Giang - Dac Ta Ooc International Border Gate and connecting to Laos.
QL14B intersects with QL1 (at Hoa Cam, Da Nang), Da Nang - Quang Ngai Expressway and QL14G (at Tuy Loan, Da Nang), Ho Chi Minh Road and Truong Son Dong Road (at Thanh My town, Nam Giang).
QL14B is a route serving the transportation of goods transiting the Southern Laos and Northeastern Thailand regions through Tien Sa Port (Da Nang), Tam Hiep Port (Quang Nam), Chan May Port (Thua Thien Hue). This is also a route ensuring national security and defense, serving search and rescue.
QL14B is 74km long, starting at Tien Sa port, ending at Thanh My town. The section through Da Nang city is from km0+000 - km32+126, the section through Quang Nam is from km32+126 - km74+000 (from Dai Hiep commune of Dai Loc district to Thanh My town).
The current status of the route is as follows: From km0+000 - km24+633 (Tien Sa port to Tuy Loan) there is traffic with a scale of 6 lanes; section 2 from km24+633 - km32+126 (Tuy Loan to Dai Hiep commune border) there is traffic with a scale of 2 lanes. Section 2 is being invested in by the Ministry of Transport and Da Nang City to expand to 6 lanes (roadbed width 34m).
Through Quang Nam, section 3 from Dai Hiep commune to Thanh My town is 41.9km long with only 2 lanes (9m wide roadbed). Currently, the traffic volume through National Highway 14B is increasing rapidly, including trucks from Laos via National Highway 14D to National Highway 14B. National Highway 14B has an average traffic volume of about 4,813 cars/day and night; of which heavy trucks with 3 axles or more account for 1,232 vehicles/day and night.
The above traffic volume has exceeded the load capacity, National Highway 14B has been damaged, cracked, and locally sunken, especially on the left side of the route. The road network planning for the period 2021-2030, with a vision to 2050, has been approved by the Prime Minister. National Highway 14B is the main national highway in the Central and Central Highlands regions, planned as a class III - IV road, with 2 - 4 lanes.
The section through Quang Nam province has not been expanded or upgraded; therefore, the province has proposed an investment plan to upgrade and expand National Highway 14B. Accordingly, the investment will be on a section from the border with Da Nang to Ha Nha Bridge, 17.9km long (km32+126 - km50), with a scale of a class III road, a design speed of 80km/h, a cross-section of 4 lanes for motor vehicles and 2 lanes for non-motor vehicles, and a roadbed width of 20.5m.
Expand the road from 9m to 12m, design speed from 60 - 80km/h, section from Ha Nha bridge to Thanh My, 24km long. Invest in lighting for the entire route. Invest in the collector road (2 sides) from km32+126 - km50+000, length of each side 17.6km, cross-section of each side 9m.
The total investment of the project is estimated at about 2,545 billion VND (main route 1,290 billion VND and service road 1,255 billion VND).
