Quang Nam proposes about 2,545 billion VND to expand National Highway 14B

National Highway 14B (also known as the Eastern branch of the Ho Chi Minh Highway) is a major east-west connecting road in the northern part of Quang Nam province. This road is part of the ASEAN road network, starting from Tien Sa Port (Da Nang City) to the Nam Giang - Dak Ta Ooc International Border Gate and connecting to Laos.

QL14B intersects with QL1 (at Hoa Cam, Da Nang), the Da Nang - Quang Ngai Expressway and QL14G (at Tuy Loan, Da Nang), the Ho Chi Minh Highway and the Truong Son East Highway (at Thanh My town, Nam Giang).

National Highway 14B is a major route for transporting goods in transit through Southern Laos and Northeastern Thailand via Tien Sa Port ( Da Nang ), Tam Hiep Port (Quang Nam), and Chan May Port (Thua Thien Hue). It also serves as a vital route for national security and defense, and for search and rescue operations.

National Highway 14B is 74km long, starting at Tien Sa Port and ending at Thanh My town. The section through Da Nang City is from km0+000 to km32+126, and the section through Quang Nam Province is from km32+126 to km74+000 (from Dai Hiep commune of Dai Loc district to Thanh My town).

The current status of the road is as follows: Section 1, from km0+000 to km24+633 (Tien Sa Port to Tuy Loan), is currently operating with 6 lanes; Section 2, from km24+633 to km32+126 (Tuy Loan to the border with Dai Hiep commune), is currently operating with 2 lanes. Section 2 is being jointly invested in and expanded to 6 lanes (roadbed width of 34m) by the Ministry of Transport and Da Nang City.

In Quang Nam province, section 3 from Dai Hiep commune to Thanh My town, 41.9km long, only has 2 lanes (roadbed width 9m). Currently, the traffic volume on National Highway 14B is increasing rapidly, including trucks from Laos traveling via National Highway 14D onto National Highway 14B. National Highway 14B has an average traffic volume of approximately 4,813 vehicles per day and night; of which heavy trucks with 3 axles or more account for 1,232 vehicles per day and night.

The traffic volume has exceeded the road's carrying capacity, resulting in localized damage, cracks, and subsidence on National Highway 14B, particularly on the left side. The road network plan for the period 2021-2030, with a vision to 2050, has been approved by the Prime Minister. National Highway 14B is a key national highway in the Central and Central Highlands regions, planned as a Class III-IV road with 2-4 lanes.

The section passing through Quang Nam province has not yet been expanded or upgraded; therefore, the province proposes an investment plan to upgrade and expand National Highway 14B. Accordingly, the investment will focus on the section from the border with Da Nang to Ha Nha Bridge, 17.9km long (km32+126 - km50), with a Class III road standard, a design speed of 80km/h, a cross-section of 4 lanes for motorized vehicles and 2 lanes for non-motorized vehicles, and a roadbed width of 20.5m.

Expand the road from 9m to 12m, with a design speed of 60-80km/h, on the 24km section from Ha Nha Bridge to Thanh My. Invest in street lighting along the entire route. Invest in service roads (on both sides) from km32+126 to km50+000, each 17.6km long and 9m wide.

The total investment for the project is estimated at approximately 2,545 billion VND (1,290 billion VND for the main route and 1,255 billion VND for the service roads).
