Quang Nam has 10 localities disbursing more than 60%

According to the report of the Department of Planning and Investment, by December 31, 2024, the whole province had disbursed 1,941/3,570 billion VND (reaching 54%) of capital sources for 3 national target programs (NTPs) on new rural construction, sustainable poverty reduction, and socio -economic development in ethnic minority and mountainous areas.

The province has 10 localities with disbursement rates higher than the provincial average, reaching 60% or more. Specifically including: Tam Ky (88%), Thang Binh (88%), Hoi An (79%), Dien Ban (75%), Duy Xuyen (75%), Phu Ninh (70%), Dai Loc (70%), Nam Giang (66%), Nui Thanh (62%), Nam Tra My (60%).

The disbursement level is equal to the average of Tien Phuoc province (54%).

The disbursement level is lower than the average of the provinces including: Tay Giang (52%), Phuoc Son (52%), Bac Tra My (47%), Que Son (46%), Nong Son (45%), Hiep Duc (44%), Dong Giang (42%).

The 2025 plan, the total development investment capital plan for 2025 to implement the National Target Programs assigned by the Provincial People's Council in Resolution No. 58, dated December 6, 2024, is more than 846.2 billion VND (central budget more than 686.2 billion VND, provincial budget nearly 160 billion VND).

Up to now, the Provincial People's Committee has allocated a detailed capital plan for 2025 of VND 778.12 billion (reaching 92%).

For career capital, the National Target Program for New Rural Construction has allocated a detailed amount of 66.97 billion VND from the provincial budget and has submitted a plan for allocating the central budget.

The National Target Program for Sustainable Poverty Reduction and the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas have not been allocated because the central government has not yet allocated capital.

Regarding the 2025 task, Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested localities to disburse 100% of the capital sources for 2022, 2023 and 2024 transferred to 2025 before April 30, 2025, and disburse 50% of the 2025 capital plan before June 30, 2025.

Localities urgently establish procedures for project completion settlement for completed projects so that facilities can arrange capital for final payment in 2025, avoiding outstanding debts in basic construction.

For localities with new projects starting in 2025, urgently complete investment procedures for the projects, arrange additional personnel to organize appraisal and approval of investment projects to completely allocate the 2025 capital plan, carry out procedures, complete the bidding and sign contracts with construction units in February 2025.

In 2025, localities must take action from the beginning of the year. The Standing Committee of the District, Town, and City Party Committee must be responsible for monitoring, supervising, and urging implementation of the list and implementation plan of the District People's Committee.
