In order for the Quang Nam Province Integrated Adaptive Development Project to be implemented as planned, the Chairman of the Provincial People's Committee has directed units to focus on performing assigned tasks, especially site clearance.

Project expected to start construction in October 2025
On October 5, the People's Committee of Quang Nam province held a working session with leaders of departments, branches and People's Committees of Thang Binh, Nui Thanh districts and Tam Ky city on the implementation of the Quang Nam province's Integrated Adaptive Development Project.
It is known that the total investment of the Quang Nam Province Integrated Adaptive Development Project is more than 2,722 billion VND; equivalent to 113.39 million USD, of which construction costs account for the largest amount with more than 1,629 billion VND.
The project investment capital is ODA loan from WB of about more than 1,838 billion VND, equivalent to about 76.57 million USD, accounting for about 67.53% of the total investment. Counterpart capital is about more than 884 billion VND, equivalent to about 36.82 million USD.
This project is assigned to the Quang Nam Provincial Traffic Construction Investment Project Management Board as the investor; implemented in the period 2022-2027.
Quang Nam province will dredge the inland waterway of the Truong Giang River from An Lac Junction (Cua Dai) to Cua Lo (An Hoa Bay) with a total length of 60 km. Build embankments at locations at risk of bank erosion, combine with anchoring for fishing boats to avoid storms; move and supplement buoy systems and waterway markers.
When completed, the Truong Giang River route will meet the standards of level IV rivers according to the inland waterway infrastructure planning, ensuring effective exploitation for ships with a tonnage of up to 100 tons traveling in 2 lanes.
In this project, 6 new bridges will be constructed and a residential bridge across the Truong Giang River will be restored. These include Binh Duong Bridge, Hung My Bridge, Binh Nam Bridge, Tinh Thuy Bridge, Tam Thanh Bridge and Tam Tien Bridge.
In addition, Quang Nam will invest in a complex of flood drainage works in Tam Ky city, connecting from Dam River lake to Truong Giang river with a length of about 2.38 km.

Mr. Tran Canh Ha, Deputy Director of the Management Board of Investment and Construction Projects of Transport Works in Quang Nam Province, said that the project will affect the houses and resettlement of about 1,068 households, 2,044 aquaculture households and 2,078 natural fishing households along the Truong Giang River.
In particular, about 15.72 hectares of protective forest are affected by the project. Up to now, the People's Council of Quang Nam province has adjusted the planning to remove 3 types of forests for the area affected by the project.
Mr. Ha said that according to the implementation plan, the project is expected to start construction in October 2025.
“Compensation and site clearance will still be the biggest bottleneck in the implementation of many current projects in the province. The Quang Nam Integrated Adaptive Development Project uses ODA loans and is spread across the province, so compensation and site clearance (GPMB) is extremely important,” said Mr. Ha, and recommended that the Provincial People's Committee direct departments, branches, and local People's Committees to coordinate with the Transport Department to implement the project to achieve the project's goals.
Mr. Ha also said that the World Bank is discussing with the Ministry of Planning and Investment and the Ministry of Finance and proposing to adjust the project implementation period to 2030 as a basis for negotiating the Loan Agreement. The Transport Department has submitted Document 1456/TTr-BQLGT dated October 4, 2024 requesting the Provincial People's Committee to send a document to the Government to adjust the Investment Policy Decision, respectfully requesting the Department of Planning and Investment to promptly advise the Provincial People's Committee to consider and resolve.
In addition, Mr. Ha also requested the People's Committees of districts and cities of Nui Thanh, Duy Xuyen, Thang Binh, and Tam Ky City to coordinate with the Traffic Department to receive and hand over land acquisition and clearance piles; organize and implement the compensation, support, and resettlement work of the project; ensure the approval of the compensation and site clearance plan before June 2025.
For the Management Board of Economic Zones and Industrial Parks, Tam Ky City People's Committee, Mr. Ha proposed to soon study and update the item "Tam Ky City Flood Drainage Complex" into the related zoning plan to add bridges and culverts across the flood drainage canal to suit the traffic in the area.
Eastern region development driving force project
Regarding this project, Chairman of Quang Nam Provincial People's Committee Le Van Dung affirmed that this is a driving force project of the province. This project will facilitate the development of the Eastern region of the province, at the same time, it will strengthen connectivity, remove infrastructure obstacles of key coastal economic zones, create a smooth and synchronous transportation system contributing to socio-economic development.
In order for the project to be implemented and completed as planned, the Chairman of the Provincial People's Committee requested that units focus on implementing site clearance work resolutely and try to complete this work soon.
The Chairman of the People's Committee of Quang Nam province also stated that compensation and site clearance is not easy because there are many people's assets under the river, so counting is very difficult.
“Although it is difficult, we must still be determined to implement it. Localities must mobilize the entire political system to participate strongly and harmoniously, and do a good job of propaganda and mobilization so that everyone understands and is unified in the implementation process,” Mr. Dung emphasized.
Dredging the Truong Giang River and building bridges is not only for traffic but also to ensure the ecosystem, technology and aesthetics, so the Chairman of the Provincial People's Committee requested the investor and specialized agencies to focus on implementing this project well.
“In particular, this is a dynamic area and will develop strongly in the future, in which Tam Ky and Nui Thanh will become type I cities. The project is associated with future urban development, not just to build a bridge, so the investor and the specialized department need to focus on implementation,” said Mr. Dung.
Regarding the project extension, the Chairman of Quang Nam Provincial People's Committee agreed to report to the Government because the extension until 2030 is appropriate.
