Accordingly, implementing the conclusions of the Party Central Committee, the Politburo, the Secretariat, and the Standing Committee of the Quang Binh Provincial Party Committee on continuing to reorganize the apparatus of the political system and the conclusions of the Head of the Steering Committee for reorganization of district and commune-level administrative units at the first meeting on March 20, 2025, the Department of Home Affairs has compiled the proposed reorganization plans of the People's Committees of districts, towns, and cities. At the same time, reviewing the standards of administrative units according to the orientation of the Central Government, the Provincial Steering Committee, and the Provincial People's Committee; the Department of Home Affairs reports on the plan for reorganization of commune-level administrative units.
Specifically, Quang Binh province currently has a total of 145 commune-level administrative units, including 122 communes, 15 wards, and 8 towns; the proposed arrangement plan is to have 23 communes and wards, reducing 122 commune-level administrative units (a reduction of about 84%).
The proposed plan to reorganize Le Thuy district has 3 communes: Le Thuy commune (Kien Giang town and 9 communes), Le Ninh commune (Le Ninh Farm town and 6 communes) and Nam Le Thuy commune (9 communes).
The plan to reorganize Bo Trach district from 26 commune-level administrative units to 5 communes: Thuong Trach (2 communes Tan Trach and Thuong Trach; Tay Bo Trach commune (Phong Nha town and 5 communes); Bac Bo Trach commune (6 communes); Bo Trach commune (Hoan Lao town and 6 communes); Nam Bo Trach commune (Viet Trung Farm town and 4 communes).
The plan to reorganize Quang Ninh district from 14 commune-level administrative units to 2 communes: Quang Ninh commune (Quan Hau town and 6 communes); Nam Quang Ninh commune (7 communes).
Dong Hoi city will establish administrative units including Dong Hoi ward (7 wards and 3 communes) and Dong Son ward (2 wards and 3 communes).
Plan to reorganize Quang Trach district, establish 3 commune-level administrative units, including Bac Quang Trach commune (4 communes in the north); Trung Quang Trach commune (6 communes); establish Nam Quang Trach commune-level administrative unit (6 communes).
For Ba Don town, the Department of Home Affairs submitted a plan to establish Ba Don commune-level administrative unit on the basis of merging the entire natural area and population size of 7 commune-level administrative units; to establish Nam Gianh commune (or Nam Ba Don) on the basis of merging the entire natural area and population size of 9 communes.
The plan to rearrange the commune level of Minh Hoa district from 13 commune-level administrative units to 3 units: Dan Hoa commune (Dan Hoa and Trong Hoa communes); Minh Hoa commune (5 communes); Quy Dat commune (Quy Dat town and 5 communes).
For Tuyen Hoa district, the arrangement plan still has 3 commune-level administrative units.
According to the Department of Home Affairs of Quang Binh province, the principles and criteria for implementing the merger of commune-level administrative units are in accordance with the orientation and direction of the People's Committee of Quang Binh province with the principle of rearranging and reorganizing communes and towns in the district to establish new communes (commune clusters) with natural areas and population sizes larger than the current standards of communes and towns.
The arrangement must be suitable to the geographical location, natural conditions, specific factors, and have a scale and level of economic development that meets the requirements of grassroots management in the new situation. In the case of arranging the administrative unit of ward with commune, the new administrative unit is called ward.
