With the motto "Bringing Quang Binh closer to investors", the People's Committee of Quang Binh province determined to create a breakthrough from administrative reform, shifting from administrative management to administrative service, creating the safest and most favorable environment for investors.

Quang Binh provincial leaders are committed to standing side by side with investors, acting as an active and effective bridge, ready to create all conditions for investors to access the province's resources to turn ideas into reality, and together with Quang Binh to realize the goals of the Quang Binh Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister.

Mr. Phan Phong Phu, Director of the Department of Planning and Investment of Quang Binh province said: “According to the planning approved by the Prime Minister, the goal by 2030 is for Quang Binh to become a fairly developed province in the Central region. With a vision to 2050, Quang Binh will be a dynamically developing economy of the Central region and the whole country, an important connecting point at the economic crossroads of North-South, East-West. Quang Binh province has determined to focus on prioritizing the development of 2 growth engine centers; 3 urban centers; 3 economic corridors; 4 pillars of economic development”.

Accordingly, the 2 growth driving centers are: Phong Nha-Ke Bang National Tourist Area becomes a Southeast Asian-class tourist center; Hon La Economic Zone becomes a driving economic zone contributing to economic growth; 3 urban centers include: Dong Hoi city urban center and surrounding areas, in which Dong Hoi city is the core and satellite cities, gateway cities connecting Dong Hoi city; Northern urban center with the core being Ba Don town connected to the district capital of Quang Trach district, Hon La Economic Zone, Tien Hoa commune, Tuyen Hoa district; Southern urban center with the core being Kien Giang town, Le Thuy district (future town); 3 economic corridors are: Coastal plain economic corridor with National Highway 1A, coastal road; East-West economic corridor along National Highway 12 connecting Cha Lo international border gate - Ba Don town - Hon La seaport; The midland and mountainous economic corridor is linked to the Ho Chi Minh Road and the Eastern North-South Expressway; 4 pillars of economic development include: Focusing on investment to develop tourism as a truly spearhead economic sector, affirming the Quang Binh tourism brand on the international tourism map, considering this a breakthrough for growth and economic restructuring; developing industry as a key point, in which focusing on, encouraging and calling for the development of electricity production, renewable energy, processing and manufacturing industries; developing high-tech agriculture towards commodity production, high added value, prioritizing the application of high technology, considering this as the foundation for the province's economy; effectively and sustainably developing the marine economy associated with ensuring national defense, security, and protecting sovereignty over seas and islands.

Quang Binh is located on the East-West economic corridor, with a synchronous transport infrastructure system, including air, road, rail, and waterway routes. In addition, Quang Binh is known as the "Kingdom of Caves", a leading attractive tourist destination in Vietnam and Asia with Phong Nha-Ke Bang National Park twice recognized by UNESCO as a World Natural Heritage...

With many potentials and strengths in geography, economy, especially tourism, according to the planning approved by the Prime Minister, by 2030, Quang Binh province prioritizes the development of Phong Nha-Ke Bang National Tourist Area to become a regional tourism center of Southeast Asia. This is also one of the two growth centers of Quang Binh province, along with the priority of developing Hon La economic zone to become a dynamic economic zone contributing to economic growth.

In addition, focusing on investment to develop tourism into a truly spearhead economic sector, affirming the Quang Binh tourism brand on the international tourism map; considering this a breakthrough for economic growth and restructuring, as one of the four pillars of economic development of the province.

To realize this goal, the Quang Binh tourism industry has proposed many orientations to connect and call for investors in the tourism sector to exploit the potential and unique advantages, including Phong Nha-Ke Bang National Park, especially the strengths of nature tourism and experiences, especially in the low season (rainy season)...

"With the goal of keeping tourists in Quang Binh longer to increase the accommodation coefficient and increase tourism revenue, we determined that there needs to be more regional and local tourism products so that tourists have more choices when coming to Quang Binh," said Mr. Nguyen Ngoc Quy, Director of the Quang Binh Provincial Department of Tourism.

Committed to accompanying businesses

Quang Binh Provincial People's Committee plans to grant investment policy decisions to 12 projects with a total investment capital of VND 3,129 billion (these are projects that have been granted investment policy decisions in 2022 and 2023); sign investment cooperation minutes with 23 investors/24 projects and interested areas with a total registered capital of VND 47,783 billion in the fields of infrastructure, sports-tourism, industry-minerals, agriculture, real estate; sign cooperation minutes between the Department of Tourism of Quang Binh province and the Department of Tourism of Hanoi city, cooperation minutes between the Tourism Promotion Center of Quang Binh province and the UNESCO Hanoi Travel Club.

To contribute to creating a favorable and safe investment and business environment, Quang Binh province focuses on leading, directing and synchronously implementing solutions to create breakthroughs in administrative procedure reform, improve the investment and business environment, and open up opportunities to promote strong development of enterprises and investors.

With the motto "Adapting, accompanying development", at the conference, the leaders of Quang Binh province made 10 commitments, specifically: "Accompanying enterprises", "serving enterprises" is the motto of all levels and sectors; minimizing time and costs for administrative procedures; minimizing inspections, checks and supervisions; applying maximum incentives on taxes, fees, land use fees and other support for investment projects according to the provisions of law; publicly and transparently providing information on land, planning, plans, investment calling lists; ensuring adequate and quality supply of electricity, clean water, telecommunications... for investment, production and business projects; supporting recruitment and training of workers for new investment projects or projects that need restructuring and business model transformation; committing to ensuring security, order and social safety outside the fences of enterprises and factories; Protect the legitimate rights and interests of enterprises, do not criminalize economic and civil relations; establish a mechanism to support enterprises, enhance dialogue with enterprises and establish a hotline to provincial leaders.

Regarding investment attraction partners, Quang Binh prioritizes attracting foreign direct investment with enterprises having global brands, large financial capacity, stable and long-term investment, connectivity and attracting investment in the production of supporting products. For domestic investment projects, Quang Binh prioritizes attracting large corporations with financial potential, investing in the fields of processing industry, manufacturing, tourism, logistics...

For local enterprises, Quang Binh province has policies to encourage investment in industrial clusters, while also linking with foreign enterprises to participate in the production value chain.
