At the conference, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu emphasized that Resolution No. 16 of the Provincial Party Committee Standing Committee is the crystallization of collective intelligence, carefully selecting the results of serious scientific research. The special point of the Resolution is that it closely follows the spirit of Resolution No. 39 dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045 and incorporates Resolution No. 137/2024 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province.

In particular, Resolution No. 39 of the Politburo determines to focus on investment and have outstanding mechanisms and policies to develop the expanded Vinh city (including Cua Lo town and 4 communes of Nghi Loc district) to become the economic and cultural center of the North Central region. The Resolution also identifies Vinh city as one of the two growth driving forces of Nghe An province. Accordingly, Vinh city has a particularly important position and role in the orientation of building and developing Nghe An province to 2030, with a vision to 2045; the potential and development advantages of Vinh city are enormous, which need to be further aroused and promoted to serve as a driving force for the province's development. However, there are still many obstacles, limitations, and weaknesses that hinder the city's development and breakthrough that need to be resolved. In addition, the domestic, provincial and international contexts are changing rapidly with the development of science, technology (especially digital technology), globalization and the fourth industrial revolution (4.0)... also posing new tasks and approaches for the city's development.

On that basis, the Deputy Secretary of the Provincial Party Committee thoroughly grasped 5 viewpoints, specific goals and targets by 2030; associated with 9 groups of tasks and solutions in Resolution No. 16 to implement the goals by 2030 and vision 2045 for Vinh city. Specifically, the goal by 2030 is that Vinh city will be a civilized and modern coastal city; the economy will develop rapidly and sustainably, the growth engine of the province, the center of the North Central region in the fields of education and training, culture, health, trade, tourism, logistics, science and technology, high-tech industry; the infrastructure system will be gradually synchronized, modernized, adaptable to climate change, ensuring safety; the material and spiritual life of the people will be improved; national defense and security will be solid; the Party organization and political system will be clean and strong; The strength of the great national unity bloc and the people's trust are enhanced. By 2045, Vinh city will be a smart, fast-growing, sustainable, civilized, modern urban area, one of the important development drivers and growth poles of the North Central region. Regarding the implementation of Resolution No. 16, the Standing Committee of the Provincial Party Committee assigned the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee to issue a program and plan to implement the Resolution; assign specific tasks to departments, branches and functional sectors to perform tasks under the province's responsibility; develop and submit to the Provincial People's Council for promulgation of a Resolution on a number of specific mechanisms and policies, creating conditions for Vinh city to implement the goals set out in the Resolution.
