On December 30, the Department of Natural Resources and Environment of Dak Lak province organized a conference to disseminate and train on legal regulations in the field of water resources and climate change. Deputy Director of the Department of Natural Resources and Environment Hoang Van San chaired the conference.
The Law on Water Resources was passed by the National Assembly on November 27, 2023 and officially took effect from July 1, 2024, marking a huge step forward in thinking, approach, and changing the method of water resources management, "gradually shifting from administrative management to administrative management combined with economic tools" in the context of Vietnam's water resources being assessed as facing many challenges.

In recent years, climate change has also caused negative impacts on production and people's lives in Dak Lak province, especially for ethnic minorities. To respond to climate change, Dak Lak province has implemented many specific programs and action plans towards a safe and sustainable life.
In order to effectively implement regulations on water resources and climate change, at the conference, delegates were informed and disseminated basic contents such as: Law on Water Resources 2023; Decree No. 53/2024/ND-CP dated May 16, 2024 of the Government detailing the implementation of a number of articles of the Law on Water Resources; Decree No. 54/2024/ND-CP dated May 16, 2024 of the Government regulating the practice of underground water drilling, declaration, registration, licensing, water resources services and fees for granting water resource exploitation rights; Circular No. 03/2024/TT-BTNMT dated May 16, 2024 of the Ministry of Natural Resources and Environment detailing the implementation of a number of articles of the Law on Water Resources; Circular No. 04/2024/TT-BTNMT dated May 16, 2024 of the Ministry of Natural Resources and Environment regulating the inspection of compliance with the law on water resources and appraisal and acceptance of the results of basic water resources investigation activities; Circular No. 05/2024/TT-BTNMT dated May 16, 2024 of the Ministry of Natural Resources and Environment regulating the relocation, change of location, and dissolution of underground water resources monitoring stations; Circular No. 22/2024/TT-BTNMT dated November 26, 2024 of the Ministry of Natural Resources and Environment promulgating the National Technical Regulation on filling unused wells; Circular No. 23/2024/TT-BTNMT dated November 26, 2024 of the Ministry of Natural Resources and Environment regulating the technique for establishing water source protection corridors.

Regarding the field of Climate Change, delegates were also informed and disseminated some contents of the Law on Environmental Protection 2020; Decree No. 06/2022/ND-CP dated January 7, 2022 of the Government stipulating the reduction of greenhouse gas emissions and protection of the ozone layer; Regulations on resources for responding to climate change in Decree No. 08/2022/ND-CP dated January 10, 2022 of the Government detailing a number of articles of the Law on Environmental Protection 2020; Regulations on administrative sanctions for violations of greenhouse gas emission reduction and protection of the ozone layer in Decree No. 45/2022/ND-CP dated July 7, 2022 of the Government stipulating administrative sanctions for violations in the field of environmental protection; Circular No. 01/2022/TT-BTNMT dated January 7, 2022 of the Minister of Natural Resources and Environment detailing the implementation of the Law on Environmental Protection on climate change response; Decision No. 148/QD-TTg dated January 28, 2022 of the Government promulgating the national climate change adaptation monitoring and evaluation system; Decision No. 1422/QD-TTg dated November 14, 2024 promulgating the National Climate Change Adaptation Plan for the 2021-2030 period, with a vision to 2050.

The conference is a meaningful and practical activity to promptly disseminate, train and foster cadres, civil servants and public employees working in state management of water resources and climate change at provincial, district and communal levels; enhance the responsibility of all levels, sectors, organizations and individuals regarding the position and role of management and effective use of water resources and climate change response, create positive changes and gradually bring state management of water resources and climate change response into a legal order, use and protect water resources reasonably and effectively; and minimize violations of water resources.
To make the conference more effective, Deputy Director of the Department of Natural Resources and Environment Hoang Van San requested the reporters to focus on clearly analyzing the key contents and new points directly related to the organization of implementation of regulations at the local level. The delegates focused on monitoring and carefully studying the new points, unclear contents, and different understandings, thereby promptly exchanging and answering questions to achieve consensus in perception and improve the quality of implementation in practice.
