Implementing the Politburo's Resolution on breakthroughs in science, technology, innovation and national digital transformation

On January 13, in Hanoi, the Central Party Secretariat held a national online conference to disseminate and implement Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Attending the conference at the Central bridge were comrades: General Secretary To Lam; President Luong Cuong; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; members of the Politburo, Secretariat, former members of the Politburo, Secretariat; leading scientists, intellectuals, science and technology enterprises at home and abroad, outstanding lecturers and students in science and technology, innovation and digital transformation...

Attending the conference at Dak Lak bridge point were comrades: Huynh Thi Chien Hoa - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Ngoc Nghi - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Provincial Party Standing Committee, the Provincial Party Executive Committee and representatives of relevant departments, branches and localities in the province.

The report at the conference said that, implementing the Party and State's guidelines and policies, in recent times, the development of science and technology, innovation and digital transformation has achieved many great achievements, making important contributions to socio-economic development, ensuring national defense and security, preventing natural disasters, protecting the environment, responding to climate change and sustainable development of the country.

However, the speed and breakthrough in the development of science, technology, innovation and national digital transformation are still slow; the scale, potential, level of national science, technology and innovation are still far behind those of developed countries; research, application of science, technology and innovation have not made breakthroughs, have not mastered strategic technologies and core technologies; high-quality human resources are still lacking; infrastructure is not synchronous, especially digital infrastructure, which still has many limitations; information security, safety and data protection still face many challenges...

At the conference, delegates were informed and implemented Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. Accordingly, Resolution 57-NQ/TW identified that science, technology, innovation and digital transformation are decisive factors for national development; are the prerequisites and the best opportunities for our country to develop richly and powerfully in the New Era - the Era of national development.

The Resolution sets out a number of target groups from now until 2030 and a vision to 2045. In particular, by 2030, Vietnam will be in the top 3 countries in Southeast Asia, the top 50 countries in the world in terms of digital competitiveness and e-Government development index... The Resolution sets out a vision to 2045 that science, technology, innovation and digital transformation will develop steadily, contributing to making Vietnam a developed country with high income. Vietnam has a digital economy reaching at least 50% of GDP; is one of the digital technology industry centers of the region and the world; is in the top 30 countries in the world in innovation, digital transformation...

The Resolution also sets out key tasks and solutions such as: Raising awareness, making breakthroughs in innovation of thinking, determining strong political determination, resolutely leading and directing, creating new momentum and new momentum in the whole society for the development of science, technology, innovation and national digital transformation; increasing investment, perfecting infrastructure for science, technology, innovation and national digital transformation; developing and promoting high-quality human resources and talents to meet the requirements of science, technology, innovation and national digital transformation; promoting digital transformation, application of science, technology, innovation in the activities of agencies in the political system...

At the Conference, delegates heard the announcement of the Decision to establish and regulate the functions, tasks and powers of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation. Accordingly, the Steering Committee under the Politburo consists of 19 members, headed by General Secretary To Lam.

In addition, the delegates also listened to Prime Minister Pham Minh Chinh thoroughly grasp the content and spirit of the Government's Action Program to implement Resolution No. 57-NQ/TW; National Assembly Chairman Tran Thanh Man informed about policies and solutions on legal institutions to make breakthroughs in science and technology development, innovation and national digital transformation.

Speaking at the conference, General Secretary To Lam affirmed that science and technology are the key driving force in the socio-economic development of many countries in the world. Therefore, with the goal of becoming a modern industrialized country by 2030 and a developed, high-income country by 2045, we must consider science, technology, innovation and digital transformation as the key driving force.

In order to effectively and promptly implement Resolution 57-NQ/TW, all levels, sectors and localities must identify the development of science and technology, innovation and digital transformation as a strategic task of the entire Party, people and army. General Secretary To Lam requested that in 2025, institutions, policies and legal regulations must be urgently completed, all bottlenecks and barriers to the development of science and technology, innovation and digital transformation must be removed; the apparatus of science and technology must be urgently rearranged; there must be a specific plan to build high-quality human resources, especially science and technology talents; breakthrough solutions must be implemented to attract leading technology corporations, attract Vietnamese and foreign technology talents to work; promote the movement to honor talents and creativity, arouse the patriotism and dedication of scientists; increase investment in technology infrastructure, including digital technology. In particular, it is necessary to prepare energy infrastructure for the next 5-10 years, focusing on clean energy, ensuring sufficient energy for development through specific actions; optimizing and upgrading digital infrastructure...
