Regarding the series of articles about some hotels arbitrarily leasing Nha Trang beach to others, leading to many violations in tourism management, many people believe that developing tourism activities on the beach must be in harmony with the purpose of serving the community because the beach is public property.
Learning beach 'management' experience from Bali, Phuket, Pattaya
Associate Professor Dr. Le Chi Cong - Head of Tourism Department, Nha Trang University - affirmed that beach resources are common resources, so all state policies granted to business enterprises serve the common goal of public and social benefits.
According to Mr. Cong, tourism exploitation at Nha Trang beach must go hand in hand with conservation to keep its original features.

He analyzed that some locations in the region such as Bali (Indonesia), Phuket, Pattaya (Thailand) have exploited the beach system very well to serve the night economy, so Nha Trang can completely learn from their experience.
He gave an example of a beach in Bali that has exploited many synchronized systems such as bars, pubs, restaurants, shopping, night markets... even offering midnight beach bathing services.
“These activities contribute to diversifying tourism products, creating jobs for local people and especially keeping tourists longer. I think these are also experiences that Nha Trang can learn to develop tourism economy at the beach,” said Mr. Cong.
Dr. Do Thi Mai Doan Thuc - Head of Tourism Department, Pacific University - said that if we want to manage the beach sustainably, we must ensure factors such as promoting economic development; exploiting service activities on the beach must ensure environmental protection, ensure social order, and create jobs for local people.
In addition, it is necessary to ensure the interests of stakeholders, including the interests of the community, and ensure healthy competition in providing tourism services at the beach.
“When we manage beach tourism effectively, it will certainly bring positive experiences to tourists, while not affecting the interests of local people there,” said Ms. Thuc.
There must be harmony between business and public.
To meet these criteria, Ms. Thuc said that the government must specifically plan the coastal area, divide the area according to service types and prioritize businesses that strictly comply with sustainable policies. When planning the beach, people can still go swimming.
“In addition, effective beach management should also be accompanied by the organization of systematic activities and events associated with the culture and traditions of this land to enhance the experience for tourists,” Ms. Thuc suggested.

Sharing the same view, Mr. Cong believes that when developing beaches, the local community must be the first beneficiaries, from which they can participate in tourism development, join hands to protect the beaches, and create tourism products.
"Exploiting the beach is not only to serve tourists, but most importantly, to aim for common community values, only then can we develop sustainably" - Mr. Cong affirmed.
To both strictly manage the beach and develop the tourism economy, while ensuring public space at the beach, according to Mr. Cong, Khanh Hoa province must have a clear beach plan, from which to get opinions from relevant parties such as people, businesses... and importantly, must create consensus.
Beach rental auction, why not?
Mr. Cung Quynh Anh - Deputy Director of Khanh Hoa Department of Culture, Sports and Tourism - said that the tourism industry strongly supports the idea of letting 4-5 star hotels rent out the beach to set up umbrellas and chairs to serve tourists.
From the perspective of a manager in the tourism industry, Mr. Anh said that when leasing the beach, the government also calculated to harmonize the fact that people still have public space.
"We must closely monitor, each hotel can only use the area it is allowed to use. If we comply, we will certainly develop tourism in harmony but still have public space and products for tourists," said Mr. Anh.
Mr. Anh said that 4-5 star hotels in Nha Trang all have a need to rent beaches to serve tourists, however, beach space is limited, so it is possible to build a public plan and auction so that businesses can participate fairly.
