Thanh Xuan District focuses on investing in cultural and sports facilities.

(HNMO) - On the afternoon of May 25, the People's Council of Thanh Xuan district supervised the implementation of management, exploitation and use of cultural institutions in the district.

According to the monitoring delegation, closely following the direction of the city, the District Party Committee, and the District People's Council, every year, the District People's Committee has integrated the content of cultural development planning into the overall socio-economic development planning of the district to suit the local situation; at the same time, it has built and implemented programs, plans, and projects for cultural development in the district, focusing on investment, exploitation, management, and use of cultural and sports institutions in the area.

From 2021 to present, the District People's Committee has advised the District Party Committee and issued over 80 leadership and direction documents on cultural development in general and investment, exploitation, management and use of cultural and sports institutions in particular.

Thanh Xuan District People's Council supervises the implementation of management, exploitation and use of cultural institutions in Kim Giang ward.

The District People's Committee has implemented medium-term public investment for the 5-year period 2021-2025 in the field of culture and information with a total of 46 new construction and repair projects... In addition, the District Center for Culture - Information and Sports has annually used the revenue from career activities and the career development fund to carry out minor repairs to cultural and sports facilities.

Cultural and sports facilities have been invested in new construction, repair and upgrade, and are spacious and suitable to the actual situation in the locality. From there, it is a place to organize well the propaganda activities of the Party's policies and the State's laws in conjunction with the local political tasks, and at the same time, it is a place for cultural activities, sports, entertainment to meet the spirit, health training needs and physical improvement of the people in the area.

During the implementation process from 2021 to present, many units have done a good job of socializing sports training equipment (single bars, parallel bars, multi-function exercise machines, slides, merry-go-rounds, swings, stone benches...) at playgrounds in the area such as the District Women's Union with a total amount of over 2.3 billion VND (decorating 52 playgrounds, 33 meeting houses, planting 2,500 flower baskets, 98 training tools, 190 stone benches...); District Youth Union with a total amount of 200 million VND/4 playgrounds with training equipment; 11 wards with many additional training tools at playgrounds.

In addition, for residential groups that do not have activity points, wards can flexibly apply them by working with the Management Board of Communal House Relics to make them community activity places for residential groups and residential areas (Nhan Chinh Ward); or take turns and share them with community activity houses/meeting houses of other residential groups.

However, based on the district's report, 8/11 wards do not have a ward cultural house that meets the criteria of a ward cultural - sports center according to regulations, due to insufficient land fund and facilities such as: Stadium, sports training center, or radio station, community learning center in the ward... 3/11 wards do not have land fund to build a ward cultural house: Khuong Mai, Thuong Dinh, Khuong Trung.

Thanh Xuan District People's Council works with the District People's Committee on the management, exploitation and use of cultural institutions in the district.

Along with that, the community activity houses of the residential groups have not met the criteria of cultural houses - residential groups according to regulations, due to lack of area, no simple sports field, lack of auxiliary works of cultural houses - sports areas (parking lots, toilets, flower gardens, gates, protective fences). Funding for organizing activities at cultural and sports institutions is still low; joint ventures and associations have not been implemented due to mechanisms and policies...

The monitoring delegation requested the District People's Committee to continue to closely follow the directives of the Central Government and the City in the coming time. In addition, the District People's Committee continues to innovate the content and methods of cultural and sports activities associated with the information, entertainment and recreation needs of the people. Strengthen propaganda and education to change and raise awareness of the political system from the district to the ward, organizations/enterprises and all people about the role, position and effect of grassroots cultural and sports institutions in the new situation. Coordinate with the City's departments and branches to propose mechanisms, policies and create conditions for the implementation of the autonomy of the grassroots cultural institutions system. Organize training and participate in training classes/courses to improve the level of political theory, professional expertise and vocational skills for the team of cadres, civil servants and public employees working in culture and sports from the district to the grassroots level. Develop investment plans, renovate and upgrade the construction of grassroots cultural institutions in the following years.

Continue to deploy and implement the socialization of cultural, sports and entertainment activities, mobilize all resources from organizations and individuals to build a system of grassroots cultural and sports institutions; encourage and create conditions for organizations, businesses and individuals to invest in building cultural, sports and entertainment facilities at the grassroots level according to the provisions of law. Mobilize people to voluntarily contribute funds to maintain the regular operation of the grassroots cultural institution system.
