Tay Ho District: Two-level government model will develop the capital

Voters and people of Tay Ho district all expressed their consensus and high agreement with the city's arrangement plans. The lively discussion atmosphere at the conferences to collect opinions showed that voters and people are interested in and support the construction of a two-level government model close to the people.

Implementing the policy of the Central Government, the city and the guidance of Tay Ho district, from the evening of April 18, all 8 wards in Tay Ho district simultaneously held a conference to collect public opinions on the arrangement of administrative units (ADUs).

According to the plan, after implementing the arrangement of administrative units, Tay Ho district plans to establish 2 basic administrative units: Tay Ho and Phu Thuong.

Immediately after the People's Committee of Tay Ho District issued Instruction No. 617/HD-UBND on organizing public consultation on the arrangement of administrative units in wards in Tay Ho District, the Party Committee - People's Committee of Yen Phu Ward organized a conference to collect public consultation on the arrangement of administrative units in the ward.

Chairman of Yen Phu Ward People's Committee Le Hoai Nam said that Yen Phu Ward currently has 14 residential groups with a population of about 24,000 people and 6,355 households. According to the plan just announced by Hanoi City, the entire area and population outside the Red River dike from residential group 4 to residential group 14 of Yen Phu Ward will belong to Hong Ha Administrative Unit.

After listening to the presentation on the new administrative unit arrangement plan, the people of Yen Phu ward all agreed with the city's arrangement plans.

Mr. Nguyen Van Thang, a resident of Yen Phu ward, said that the policy of forming Hong Ha administrative unit from wards outside the dike of 5 districts: Tay Ho, Hoan Kiem, Long Bien, Ba Dinh and Hai Ba Trung has received special attention from the people of Yen Phu ward. "We hope that the city's arrangement plan will ensure the requirements of national defense and security, build a solid defense area in key areas; contribute to preserving and promoting the historical and cultural traditions of each locality; ensure that after the arrangement, the local government at the commune level will be close to the people, close to the people and serve the people best according to the policy of the Central Government and the city", said Mr. Nguyen Van Thang.

Secretary of Phu Thuong Ward Party Committee Bui Thi Ngoc Thuy said that the ward had organized a conference to collect people's opinions on the morning of April 19 in the spirit of promoting the pioneering and exemplary role of cadres and party members in 22 residential groups in propagating, mobilizing and creating consensus among the people when the city implemented the arrangement of administrative units in the area.

Ms. Nguyen Thi Ha - a resident of Phu Thuong ward shared, "We also believe that this administrative unit arrangement is an opportunity to concretize the major policies and orientations of the Central Government and the construction and socio -economic development plans of the Capital; creating motivation for the city to reorganize the development space of localities, including Phu Thuong craft village, thereby improving the material and spiritual life of the people".

Expanding new development space of the Capital

Along with the wards in Tay Ho district, 20 residential groups in Xuan La ward also simultaneously organized to collect opinions from more than 8,000 households and more than 30,000 permanent residents in the area.

Chairman of Xuan La Ward People's Committee Nguyen Dinh Ha said that according to the plan of the City People's Committee, it is expected that the current boundary of Xuan La Ward will be separated with most of the area belonging to Tay Ho Ward. The remaining area belongs to Nghia Do Ward, Xuan Dinh Ward and Phu Thuong Ward.

Secretary of the Party cell of residential group 17 of Xuan La ward, Chu Thanh Tuyen, said that in order to create high consensus among cadres, party members and people, the Party cell organized regular and thematic activities in April 2025 with the theme: Raising awareness, creating unity and consensus for party members in implementing the Party's policy on rearranging and streamlining the apparatus of the political system; Project on rearranging and reorganizing administrative units at all levels, building a two-level local government model. The majority of cadres and party members agreed and highly agreed with the rearrangement plans, but also hoped that the city would provide detailed information on how the residential groups of Xuan La ward will be specifically rearranged after merging with other administrative units.

As one of the wards in the area outside the dike of Tay Ho district that will be merged to form Hong Ha grassroots administrative unit, voters and people of Nhat Tan ward also expressed many thoughts when asked for opinions on the rearrangement of administrative units in the city.

Chu Huu Hong, Party Secretary of Residential Group No. 4 of Nhat Tan Ward, said that the residential group has distributed ballots to each household to collect opinions on the plan and name of the administrative unit after the merger. The majority of voters and people of Residential Group No. 4 agreed with the city's arrangement plan that had been announced to the people. With the new plan, the administrative units will be more compact, in line with the development planning of the capital. The name is also consistent with the existing administrative boundaries. Some people are also somewhat concerned about the fact that part of the boundary of Nhat Tan Ward (the area outside Au Co Street along the Red River) will have a new name, Hong Ha. This is a peach-growing residential area with an area of ​​nearly 100 hectares. Voters and people hope that after the arrangement and merger, Hanoi city will have reasonable studies to suit the socio-economic development situation in this area.

According to the plan, Tay Ho District People's Committee will continue to collect public opinions on the arrangement of ward administrative units until 11:00 a.m. on April 21, 2025. Tay Ho District requests departments and offices under the district to urgently direct, monitor and grasp the ideological situation of cadres, party members and people in the process of implementing the reorganization of administrative units at all levels and building a two-level local government organization model; synthesize the results of collecting public opinions throughout the district and complete it immediately on April 22, 2025.
