Focus on building houses for people with meritorious services

Promoting the tradition of “When drinking water, remember its source”, in recent years, Vinh Phuc province has always paid attention to and done well the work of supporting the construction, renovation and repair of houses for relatives of martyrs and people with meritorious services to the revolution. Thereby contributing to improving and enhancing the quality of life of families with preferential policies and meritorious services to the revolution; encouraging and motivating them to continue promoting the revolutionary tradition, making efforts to work, produce, develop the economy , and contribute to building an increasingly rich and prosperous homeland.

The old 5-room house of 4/4-class war invalid Dao Khac Phuc, Tan Lap village, Dong Ich commune (Lap Thach) was built a long time ago, now it has deteriorated, seriously damaged and is at risk of collapsing. To encourage and share the housing difficulties of the disabled in the area, the People's Committee of Lap Thach district coordinated with the People's Committee of Dong Ich commune to promote propaganda, mobilize and mobilize social resources to support 50 million VND to help Mr. Phuc's family build a new, spacious and solid house.

Mr. Phuc said: Thanks to the attention and support of Party committees, authorities, and businesses at all levels, my family has had more funds to build a new, spacious, and sturdy house. This is a great source of encouragement for my family to work hard, produce, and soon stabilize our lives.

Vinh Phuc is one of the leading localities in the country in implementing the work of "Repaying gratitude", taking care of the material and spiritual life of families with meritorious services and revolutionary veterans. In particular, the work of supporting the construction, renovation and repair of houses for relatives of martyrs and revolutionary veterans has always received special attention and direction from Party committees and authorities from the provincial to grassroots levels.

The Department of Home Affairs coordinates with departments, branches, sectors and localities to proactively review and make a list of policy families and NCCs who are eligible for housing support policies. At the same time, strengthen propaganda, raise awareness and responsibility of all cadres, party members and people about the purpose and significance of supporting housing construction for NCCs. Thereby creating high consensus in society, mobilizing responsibility and combined strength of the political system, businesses and people in actively participating in supporting housing construction for NCC families with the revolution.

In the period of 2013 - 2024, the whole province has supported the construction and repair of more than 3,100 houses for NCC with a total cost of more than 86 billion VND. Excitement and emotion are the common feelings of the relatives of martyrs and NCC with the revolution when living in new, spacious and solid houses built with support from Party committees, authorities, businesses, organizations and individuals. Each house inaugurated, handed over and put into use is an extremely meaningful gift, expressing gratitude and deep gratitude for the great contributions and sacrifices of the previous generation in the cause of national liberation and reunification.

Although currently, the whole province no longer has temporary or dilapidated houses, after checking, there are still 1,002 NCC families in the province that need housing support, of which 395 houses need to be newly built and 607 houses need to be renovated and repaired.

To continue to deploy and effectively implement the housing support policy for NCC, the Provincial People's Committee has issued a decision approving the Project to support NCC with revolution and martyrs' relatives with housing in the province in 2025.

Accordingly, housing support for the elderly and relatives of martyrs is implemented according to the motto of State support, community assistance, and household contributions to build, renovate, and repair houses to ensure standards, quality, and suitability to the specific conditions of each household; combined with other investment and support programs of the Central and local governments to promote policy effectiveness and must ensure publicity, transparency, and the right target.

In case of house renovation and repair, support is 30 million VND/household; the house after repair must meet the "2 hard" standard (hard frame - hard wall, hard roof). In case of new house construction, support is 60 million VND/household; the newly built house must meet the "3 hard" criteria (hard foundation, hard frame - hard wall, hard roof), minimum usable area is 30 m2, in case of single-person households, minimum usable area is 24 m2. The total estimated support cost is 41.9 billion VND, of which the central budget supports 20.6 billion VND; the local budget is 21.3 billion VND. Complete full support for NCC, relatives of martyrs in need of housing before June 30, 2025.

The Provincial People's Committee assigned the Department of Construction to preside over and coordinate with departments, branches, and People's Committees of districts and cities to organize the implementation of the project; design at least 3 housing models according to regulations, and organize public announcements for relatives of martyrs and war invalids to refer to and study for application.

The Department of Home Affairs guides the confirmation of supported subjects; regularly updates and compiles the list of supported households.

People's Committees of districts and cities proactively mobilize social resources, mobilize from the community, clans and contributions from households to provide additional support for NCC households in the area.

For households in particularly difficult circumstances, unable to organize their own housing, localities are responsible for mobilizing the political system, especially the participation of mass organizations and residential communities where the subjects reside, to organize housing construction for the subjects. Implement the management, allocation, payment, and settlement of support funds for households of NCC with the revolution, relatives of martyrs according to regulations; direct communes, wards, and towns to guide and urge households of NCC with the revolution, relatives of martyrs to build new and repair houses according to the project schedule, ensuring requirements on area and quality of housing according to regulations.
