Pay attention to implementing legal mechanisms and policies on startups for young people.

To continue to improve the effectiveness of implementing mechanisms, policies and laws for young people on entrepreneurship, Vice President of the Vietnam General Confederation of Labor, member of the National Committee on Vietnamese Youth Ngo Duy Hieu suggested that Thanh Hoa province, departments, branches, especially the Youth Union, need to continue promoting the role of young people in entrepreneurship and socio -economic development.

Overview of the working session.

On the morning of November 25, the working delegation of the National Committee on Vietnamese Youth led by Mr. Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor, member of the National Committee on Vietnamese Youth, worked with the People's Committee of Thanh Hoa province on the organization and implementation of policies and laws on youth startups in the period of 2021-2024.

Attending the meeting, on behalf of Thanh Hoa province, there was comrade Dau Thanh Tung, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee.

Thanh Hoa currently has over 1 million young people, according to a survey, the whole province has nearly 35,000 young people without stable jobs. Currently, the whole province has 8,126 economic models owned by young people, of which the Youth Union at all levels has supported the establishment of 2,443 individual business households, 2 Cooperatives, 4 Cooperatives, and 698 enterprises.

In the period of 2021-2024, implementing policies and laws on youth startups and youth startup ecosystems, the whole province has 2 organizations supporting and promoting startups, including: Center for supporting innovative startups under Hong Duc University and 1 organization managed by the Provincial Youth Union; there are 2 startup investment funds: Best Fund signed with Hong Duc University and Thanh Hoa Youth Startup Support Fund managed by the Provincial Youth Union.

Also during this period, the whole province had 260 young creative start-up businesses; there were nearly 3,600 start-up ideas of young people.

To promote youth start-up activities, the People's Committee of Thanh Hoa province has developed and issued policies to promote start-up activities in general and start-up for youth in particular. Notably, the province has issued Plan No. 19/KH-UBND dated February 3, 2023 on supporting youth in Thanh Hoa province to start a business in the period of 2023-2030. The Standing Committee of the Provincial Youth Union has focused on directing the enhancement of the responsibility and role of grassroots youth union officials; developing annual plans to accompany and support local youth in starting a business.

Sectors and levels have developed plans and implemented support for youth to start businesses and establish businesses; arranged budgets and increased support resources for Youth Unions at the same level to implement locally. During the period, the number of youth-owned enterprises receiving advice and support for business development locally was 116, of which 57 enterprises received advice and support for business development.

Regarding the implementation of the Project "Preferential credit program to support young entrepreneurs", up to now, the project's implementation budget is about 71 billion VND, supporting 958 startup projects and economic development models; creating jobs for nearly 2,000 workers.

Provincial departments, branches and sectors also coordinate with the Provincial Youth Union Standing Committee to actively advise and implement programs, projects and models to support production development for youth and replicate youth farm models.

The Social Policy Bank coordinates with the District Youth Union to guide young people in borrowing capital to develop production.

At the working session, members of the Working Group of the National Committee on Vietnamese Youth pointed out a number of limitations in the implementation of policies and laws on youth startups in the province; requested relevant provincial departments, branches and sectors to clarify the causes and have specific solutions to overcome them in the coming period.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Dau Thanh Tung requested relevant departments, agencies and branches to receive comments and suggestions from the members of the Working Group to supplement and complete the report. At the same time, he said that in the past 2 years, Thanh Hoa province has always paid attention to and issued policies, programs and projects to support young people in starting a business; assigned specific tasks to each department, agency and branch, in which the main responsibility is the Provincial Youth Union to implement mechanisms and legal policies on starting a business for young people.

Based on the contents of the working session, the Provincial People's Committee will continue to direct the re-evaluation of the results of youth start-up work, as a basis for implementing specific tasks in the next phase.

To continue to improve the effectiveness of implementing legal mechanisms and policies for young people on startups, he suggested that the province, provincial departments and branches, especially the Youth Union, continue to promote the role and position of startups, and attach importance to the role of young people in startups and socio-economic development. Enhance the responsibility of departments, branches and localities in concretizing the startup projects of the province. Strengthen dialogue activities between authorities at all levels with businesses and young people to remove obstacles and bottlenecks that reality poses; exchange with young people and successful businesses to arouse the awareness of startups.

Regarding mass media work, it is necessary to increase sharing, spreading, and replicating good models and effective ways of doing business for young people; promote the role of media to promote the dissemination of mechanisms and policies on business start-ups.
