Reporter (PV): Dear comrade, in recent times, the Women's Union at all levels in the province has proactively advised the Party Committees and authorities at all levels in building a contingent of female cadres, especially in ensuring that the structure of the Executive Committees at all levels of the Union is expanded and united. Could you please share more specifically about this issue?

Comrade Dao Thi Hoa: In recent times, the Women's Union at all levels in the province has proactively advised Party committees and authorities at all levels on building a contingent of female cadres through many practical activities. The Party Delegation of the Provincial Women's Union has actively advised the Party Committee to thoroughly grasp the Central's directives and resolutions on women's work and gender equality, creating a solid legal basis for improving the position of women. In particular, focusing on advising on the effective implementation of Directive No. 21-CT/TW dated January 20, 2018 of the Secretariat on continuing to promote women's work in the new situation. Attention has been paid to advising on training, fostering, improving the quality, qualifications and capacity of female cadres; planning, arranging and using female cadres, increasing the participation of women in management and leadership positions to gradually reduce the gender gap in the political field...

The Associations at all levels have proactively discovered, trained and introduced capable and qualified female cadres to participate in Party committees at all levels, contributing to increasing the presence of women in the leadership structure. In addition, the Associations at all levels have proactively coordinated with relevant agencies to organize training courses for female candidates for People's Councils at all levels, equipping them with the necessary knowledge and skills to assume the role of people's representatives.

To facilitate the development of female cadres, the Association has maintained the activities of the Provincial and District Female Cadre Clubs, creating an environment for female cadres to exchange, learn, and share experiences, thereby improving their capacity and arousing their desire to contribute. At the same time, it has proposed specific policies and regimes to encourage female cadres to improve their qualifications, such as supporting study costs.

Notably, it advised the Provincial People's Council to issue Resolution No. 25/2019/NQ-HDND dated July 12, 2019, stipulating the expenditure and support levels for training and fostering cadres, civil servants and public employees of Ninh Binh province. Accordingly, it supported female cadres from 2 to 10 million VND depending on their training level from intermediate to doctoral.

In addition, since 2018, the Provincial Women's Union has actively advised the Provincial People's Committee to periodically organize the commendation and reward of exemplary women every 2 years for each Union unit. The Women's Union has paid attention to training outstanding women to introduce to the Party. In the past 5 years, the Union at all levels has discovered and trained and introduced more than 5,200 female Party members, accounting for a high proportion compared to the total number of new Party members. Thanks to these efforts, the proportion of women participating in Party committees and People's Councils at all levels has increased significantly, demonstrating the success of the Union's advisory work. Especially in ensuring that the structure of the Executive Committee at all levels of the Union is expanded and united, the Women's Union actively advises and prepares personnel to participate in the Executive Committee for the 2021-2026 term.

The structure of the Executive Committee of the Women's Union at all levels has been built to ensure leadership, representativeness, comprehensiveness and solidarity of women from all walks of life; to implement democracy, impartiality, objectivity and transparency, to pay attention to specific areas and fields with a large number of women; to discover and introduce typical factors with positive influences in all fields. To ensure the combination of standards and structures, with inheritance and development. To arrange a reasonable proportion of young cadres, with religious representatives. Through that, the Executive Committee of the Women's Union at all levels for the 2021-2026 term has been expanded and has a high solidarity (the proportion of representative structures of departments, branches, sectors, unions and typical individuals is from 15-30%). After the Congress, the Executive Committee has maintained the working order and assigned tasks, thereby promoting the role of the Executive Committee members, contributing to the results of the women's movement and the Union's activities in recent times.

PV: Could you tell us about the outstanding results in the Association's personnel work in recent times?

Comrade Dao Thi Hoa: Identifying cadres as the root of the work, an important step contributing to improving the quality of the Union's work and the women's movement, in recent times, the Standing Committee of the Provincial Women's Union has attached importance to and done well the work of building a team of Union cadres. Accordingly, training activities are organized regularly and diversely, helping cadres improve their professional capacity and working skills. In addition, the preferential policies for cadres are also of interest, contributing to creating motivation for cadres to strive to complete their tasks well.

With the attention and facilitation of Party committees at all levels, the proactive and active advice of the Women's Union at all levels on the work of Union cadres, currently, 100% of full-time Union cadres at all levels meet the title standards. The training of grassroots Union cadres has been given attention and innovation. The Provincial and District Women's Unions organized 85 professional training courses for grassroots Union cadres.

Strengthen training through visits and learning from effective models; practice methods and skills through writing competitions, building and defending projects to solve problems related to women and children in the locality; projects with high awards are supported with funding for implementation. 100% of cadres from branch president and above are trained annually according to decentralization, thereby improving the quality of the grassroots association staff, meeting job requirements. 143/143 association bases have computers and manage cadres, members, and executive documents through software.

Through training and experience exchange activities, the female staff has improved their knowledge and skills to meet the requirements of their tasks. Thanks to that, the work of the Women's Union and the women's movement continues to have strong changes. 100% of the Women's Union bases are classified as having completed their tasks well or better, for many consecutive years there has been no Women's Union base classified as having completed its tasks. Every year, 85% or more of the Women's Union base cadres are considered excellent Women's Union cadres.

In 5 years, 4,120 cadres, members and women were commended and rewarded, 480 cadres and members were awarded the "For the Development of Vietnamese Women" medal, more than 26,000 female cadres, civil servants and public employees achieved the title "Good at public work, good at housework" at all levels. The Provincial Women's Union, the Women's Unions of districts, cities and affiliated units are annually classified as having excellently completed their tasks, and have been awarded the Excellent Emulation Flag and many Certificates of Merit by the Central Union, the Provincial People's Committee, ministries and branches.

PV: In the coming time, what solutions does the Provincial Women's Union have in personnel work to prepare for Party Congresses at all levels?

Comrade Dao Thi Hoa: Implementing Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress, in order to ensure the proportion of female cadres participating in Party Committees for the 2025-2030 term, the Provincial Party Standing Committee has set a target of striving to achieve a proportion of female Party Committee members of 15% or more and having female cadres in the Standing Committee. This target shows the province's interest in enhancing the role of women in the political system, contributing to building an equal and developed society.

To contribute to the successful implementation of the above objectives, in the coming time, the Party Committee of the Provincial Women's Union will continue to closely follow the direction of the Central Party Committee of the Vietnam Women's Union and the Provincial Party Committee Standing Committee in the work of female cadres. Proactively grasp the situation of female cadres and actively advise and propose to the Party Committee to pay attention to arranging and rotating female cadres, especially before the Party Congresses at all levels for the 2025-2030 term, contributing to creating a source of female cadres for the political system. Research, based on legal and practical grounds to advise the Party Committee on feasible solutions, suitable to the local situation to ensure the proportion and quality of female cadres participating in the Party Committee for the 2025-2030 term in the spirit of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo.

Continue to improve the quality of staff through enhanced training in political theory and professional skills. Proactively advise on solutions to resolve difficulties and obstacles in the work of female staff. Enhance dialogue and information exchange to have close coordination in the work of female staff.

The Association coordinated with the Provincial Party Committee's Organizing Committee to advise the Provincial Party Committee Standing Committee to organize a conference on female cadre work in 2024 to assess the current situation and discuss solutions to develop a team of female leaders and managers, focusing on female Party Committee members for the 2025-2030 term and female People's Council delegates at all levels for the 2026-2031 term.

Review cases of Chairmen of the Women's Union at all levels who are not old enough to be re-elected to the Party Committee for the 2025-2030 term and cases of those who are old enough to be re-elected to the Party Committee but are not old enough to be re-elected to the position of President of the Union by the Women's Congress for the 2026-2031 term to propose that the Party Committee pay attention to arranging and reorganizing them appropriately.

With the proposed orientations, we believe that the Women's Union will continue to actively contribute to the development of the country, building an increasingly strong staff, meeting the requirements of the construction and development of the province and the country.
