This is the direction of Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Hien at the Conference to review the implementation of Directive No. 17-CT/TU dated February 26, 2024 of the Provincial Party Committee Standing Committee on strengthening the leadership and direction of Party committees and authorities at all levels regarding the destructive exploitation of aquatic resources in the province, organized by the Provincial Party Committee Standing Committee on the afternoon of March 28.

Also attending the conference were Chairman of the Provincial People's Committee Pham Thanh Ngai, Vice Chairman of the Provincial People's Committee Le Van Su and representatives of relevant departments and branches.

Within the framework of the conference, Mr. Chau Cong Bang, Deputy Director of the Department of Agriculture and Environment, reported on the implementation results of Directive 17 in the past time. Up to now, relevant units and localities have organized 17,260 propaganda sessions/458,858 attendees (the propaganda is integrated through meetings, seminars, training, social networking platforms, by mobile loudspeakers in hamlets, quarters, during patrols and inspections at sea...). Thereby, many households have voluntarily handed over to the authorities and local authorities more than 2,500 electric shock devices that are destructive to aquatic resources, 144,655 households pledged "Not to illegally manufacture, trade, store, transport and use explosives, electric shocks, toxic substances to exploit aquatic resources in all water areas"...

Mr. Chau Cong Bang, Deputy Director of the Department of Agriculture and Environment, reported at the conference.

The Fisheries Surveillance Force under the Department of Agriculture and Environment coordinated with relevant forces to patrol, inspect and control fishing activities in the sea areas and estuaries of Ca Mau province. Thereby, detecting, recording administrative violations and handling 92 violations, mainly illegal fishing, not having a practice certificate as prescribed, not keeping a fishing logbook, keeping a journey monitoring device, not having a journey monitoring device for fishing vessels of 15-24 m.

“The work of regenerating and restoring aquatic resources in the province is of interest and is maintained regularly. Currently, there are 113 community groups to manage and prevent the exploitation of aquatic resources in an excessive and destructive manner, with 1,968 members. 900 cube-shaped artificial reefs made of reinforced concrete have been deployed in the western sea area of Ca Mau province,” Mr. Bang added.

In addition to the achieved results, at the conference, delegates also raised many difficulties and proposed solutions to overcome them in the coming time.

Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Hien noted: “In addition to deterrent sanctions, there should be solutions to create long-term livelihoods for people, this is a long-term measure. Implementing well the spirit of Directive 32 is to monitor 100% of marine output at ports. There are absolutely no illegal aquatic products exported to foreign countries. In particular, it is necessary to consider this an important, urgent and long-term task, the responsibility of the entire political system. First of all, it is the responsibility of the heads of Party committees, departments, branches and localities, determined to end the destructive exploitation of aquatic resources by the end of 2025.

On this occasion, the Chairman of the Provincial People's Committee awarded certificates of merit to 22 collectives and 70 individuals for effectively implementing Directive 17-CT/TU of the Provincial Party Standing Committee and preventing and combating illegal, unreported and unregulated (IUU) fishing in the province.
