The issuance of Resolution No. 09/2023/NQ-HDND dated December 8, 2023 by the Provincial People's Council on promulgating regulations on a number of specific expenditure contents and expenditure levels for preventive medicine and population work in Ninh Binh province has shown the province's attention to preventive medicine and population work through specific policies.

Having been a community outreach worker for 15 years, specializing in counseling and contacting high-risk people such as: prostitution, HIV/AIDS... in the area, Ms. Vu Thi Xuan (Hamlet 2, An Hoa Commune, Kim Son) said that although very few people want to do the job and are afraid of it, she has never had any intention of stopping.

Following Ms. Xuan and the community outreach workers of Kim Son district to a familiar working place, the An Hoa commune cemetery, where used syringes are scattered in tree holes, behind graves… quite dangerous if accidentally stepped on. With a stick and specialized bags, Ms. Xuan and her colleagues go to every corner to find and collect used syringes. In addition, she also distributes free syringes and condoms from the HIV/AIDS prevention and control program.

Such high-risk work has been carried out by community outreach workers for many years, contributing to reducing HIV/AIDS infection in the community.

Ms. Xuan shared: I have been doing this job since the support level was 180,000 VND/month and continued to receive support according to the Health - Population Target Program for the period 2016-2020. When the old policy expired, I was very happy that Resolution No. 09 of the Provincial People's Council was issued in time. Accordingly, although the support level was not much, it showed the province's concern for the work of community outreach workers like us...

In recent years, Ninh Binh has comprehensively and effectively implemented social and medical technical solutions in HIV/AIDS prevention and control activities. HIV infection prevention measures have been widely deployed, such as: communication to change behavior, reduce stigma and discrimination against people infected with HIV/AIDS; expanding and diversifying types of HIV testing at medical facilities and in the community; post-exposure prophylaxis for HIV; HIV antiretroviral treatment (ARV); implementing HIV/AIDS examination and treatment through health insurance..., thereby contributing to gradually controlling the HIV/AIDS epidemic in the province.

Dr. Ngo Thi Hong, Head of the Department of HIV/AIDS Prevention and Control, Provincial Center for Disease Control added: Previously, the content of expenditures and expenditure norms for HIV/AIDS prevention and control activities were implemented according to Circular No. 26/2018/TT-BTC of the Ministry of Finance. After this Circular expired, the Ninh Binh Provincial People's Council issued Resolution 09. This is a timely and prompt attention of the province to support the HIV/AIDS prevention and control program to continue to synchronously and comprehensively implement activities. Resolution 09 has stipulated a new content compared to Circular 26 such as: the content of expenditures for purchasing HIV treatment drugs for drug addicts, HIV/AIDS patients in detention camps... These specific policies will help HIV/AIDS infected people continue to receive attention and access more effective prevention and control services, towards the goal of ending the AIDS epidemic by 2030 in Ninh Binh province.

Resolution No. 09/2023/NQ-HDND dated December 8, 2023 on promulgating Regulations on a number of specific expenditure contents and expenditure levels for preventive medicine and population work in Ninh Binh province.   consists of 3 chapters, 17 articles with specific regulations on expenditure content and expenditure levels for preventive medicine and population work such as: expenditure to support people giving test samples; expenditure on organizing screening examinations, screening detection, screening management, campaigns, mobile examinations in the community to serve preventive medicine and population work, integrating medical examination and treatment with overcoming the consequences of natural disasters and strengthening national defense and security; expenditure on consulting and guidance in the community; expenditure on activities to prevent and control malaria and dengue fever, expenditure on activities to protect mental health, etc.

Highlights and new points of Resolution 09: Regarding other specific expenditure levels for preventive medicine - population work, they are built based on the expenditure norms of Circular No. 26/2018/TT-BTC of the Ministry of Finance, and at the same time, some expenditure levels are adjusted to increase to suit the current situation, specifically:

The support expense for village and hamlet medical staff participating in rehabilitation for mental patients in the community is regulated in Circular 26 as 20,000 VND/patient/month in the plains and urban areas, 25,000 VND/patient/month in the mountainous, highland and island areas but not exceeding 100,000 VND/village/month, which is adjusted to increase to 30,000 VND/patient/month in the plains and urban areas, 35,000 VND/patient/month in the mountainous areas but not exceeding 150,000 VND/village/month because the basic salary has increased from 1,490,000 VND to 1,800,000 VND, corresponding to an increase of 20.8%;

The level of expenditure for updating information on population - family planning of households in the initial population - family planning record book of collaborators is 5,000 VND/information receipt, adjusted to 10,000 VND/information receipt; The level of support for participants in rallies, action months, and health - population communication campaigns is proposed to increase to 60,000 VND/person/day compared to the level in Circular 26 of 50,000 VND/person/day...

Dr. Le Hoang Nam, Director of the Provincial Center for Disease Control, said: Previously, the content and level of expenditure for preventive medicine and population work were implemented according to the Target Program for Health and Population for the period 2016-2020 and Circular No. 26 of the Ministry of Finance. However, these documents have now expired. Based on the guiding documents of the Ministry of Health and the Ministry of Finance on reviewing and converting the content and tasks of the Target Program for Health and Population for the period 2016-2020 into regular expenditure tasks of ministries, central agencies and localities, the Provincial People's Council promptly developed and issued Resolution No. 09 according to its authority.

The Resolution of the Provincial People's Council on promulgating the Regulation on some specific expenditure contents and expenditure levels for preventive medicine and population work in Ninh Binh province is necessary and in accordance with current regulations. The development of expenditure contents and norms for tasks under the target program on health and population, converted into regular expenditure tasks from the local budget, aims to create a basis for the health sector to continue implementing preventive medicine and population tasks in the province. Thereby, contributing to maintaining, ensuring sustainability, promoting the achieved results of the target program on health and population for the period 2016-2020 and solving existing preventive medicine and population issues in Ninh Binh province such as the increase in cases and deaths due to non-communicable diseases, the continued occurrence of mass food poisoning, the problem of gender imbalance at birth continuing to increase, etc.

With specific regulations on expenditure content and expenditure levels, it has created an important legal basis for the health sector to continue implementing preventive health - population activities as well as supporting subjects participating in the Health - Population Target Program to stabilize the network of grassroots health work. From there, maintaining the achieved results of the Health - Population Target Program in the province in the next phase.
