To be proactive in the management and safe operation of dams, irrigation reservoirs and safety for downstream areas. At the same time, to ensure the water supply task of the reservoir, the Provincial People's Committee has just issued a document requesting the Department of Agriculture and Rural Development to coordinate with the Irrigation Works Exploitation Company Limited to survey and evaluate the overall reservoirs in use.
Specifically assess the reservoir capacity, irrigation area, actual area in service and water usage needs. Coordinate with localities where reservoirs are located, relevant departments and branches to assess the need for multi-purpose exploitation at reservoirs. At the same time, preside over and coordinate with relevant units to advise the Provincial People's Committee to consider and balance the budget for implementing legal regulations on dam safety management; invest in repairing and upgrading damaged and degraded dams and reservoirs to improve safety. Review, establish and adjust operating procedures, focusing on reservoirs with gates. It is necessary to take into account the impacts in upstream and downstream areas, operational responsibilities in emergency situations, ensuring safety of works and downstream areas.
According to the Provincial People's Committee, Binh Thuan currently has 40 irrigation reservoirs of various types in operation, including 18 large reservoirs, 10 medium reservoirs, and 12 small reservoirs. The reservoirs in operation have been effective, basically solving the water source for daily life, agricultural production, and other economic sectors of the province. However, the management and operation of reservoirs are currently facing challenges due to the impact of global climate change and economic development. Meanwhile, the increasing demand for water requires higher flood prevention requirements for downstream areas than originally designed.
