In May 2019, the Provincial Party Committee issued Resolution No. 16-NQ/TL on strengthening the Party's leadership in the management of coal and mineral resources in the province. After 5 years of implementation, the effectiveness and efficiency of state management of planning, investment, land, natural resources and minerals in the province have been significantly improved.
Strengthening leadership and direction
In order to properly manage and reasonably exploit resources and minerals in the area, Quang Ninh focuses on directing Party committees, Party organizations, and authorities from the province to the grassroots level to thoroughly grasp and fully and promptly implement the Central and provincial directives on the management of coal and mineral resources. From 2019 to present, Quang Ninh has successfully organized more than 30 provincial-wide conferences to disseminate and thoroughly grasp the Central and provincial directives, resolutions, and conclusions on the management of resources and minerals.

The functional sectors coordinate with mineral exploitation enterprises in general and the coal industry in particular to step up the fight against violations, strengthen the management of resources, transportation routes, and consumption; regularly grasp the situation, ensure the information and reporting regime; clearly define the responsibilities of collectives and individuals in the work of protecting resources, mine boundaries, and coal products. The Provincial People's Committee implements and maintains a regular meeting regime with the coal industry to proactively grasp the situation and promptly handle and remove difficulties and obstacles; regularly organize meetings to remove difficulties related to landfill materials.
Along with that, the province also strengthens the inspection, supervision and examination of land, resources and minerals, improving the effectiveness and efficiency of preventing corruption, negativity, waste and "group interests" in this field. From 2019 to present, the Provincial Party Committee, the Provincial People's Committee, departments, branches and sectors of the province have conducted nearly 400 inspections and supervisions related to the management of resources and minerals, the use of industrial explosives, investment in construction of specialized mining works, compliance with tax laws... Coordinate with the Ministry of Natural Resources and Environment and the Ministry of Industry and Trade in inspecting and examining units of the Coal industry.
Localities also conduct inspections and examinations of natural resources and mineral management in the area, depending on the actual situation. All violations will be strictly handled according to the provisions of law.

Significant effect
Thanks to the strengthening of direction, land management and mineral exploitation in the province have been effective after exploitation. The province has reviewed, adjusted and completed the planning of the Quang Ninh coal area to ensure compliance with the Prime Minister's decision. The Coal Industry Planning has been updated into the Provincial Planning for the period 2021-2030, with a vision to 2050 and the National Energy Master Plan to ensure consistency and conformity between the Coal and Mineral Industry Planning and other planning. The Provincial People's Committee has issued 40 mineral exploitation licenses. Most units have actively completed relevant legal procedures, complying with the contents of the granted exploitation licenses and the provisions of law.
Coal industry units apply advanced and modern coal exploration, mining, screening and processing technologies, minimizing labor accidents and resource loss in each stage.
Quang Ninh has also completed a plan to handle screening residue, acid rock, and soil and rock mixed with coal in the direction of processing into products at the mine that meet market demand. The province has completely completed the investment in conveyor belts, railway transport, road overpasses, and installed automatic monitoring systems to regularly and continuously manage mining and processing sites, transportation routes, warehouses, and coal import and export ports; minimizing the loss of coal resources.

The province has also stopped granting new licenses and extending ports and general cargo terminals for coal gathering and trading. Coal mining units have completed all environmental procedures and implemented plans to quickly plant trees to cover mine waste dumps, contributing to limiting soil and rock erosion, reducing dust emissions, and rapidly improving the general landscape environment.
Currently, there are 16 licensed limestone quarries in the province. For limestone quarries used as raw materials for cement and industrial lime production licensed by the Ministry of Natural Resources and Environment, the province will report to the Ministry for consideration and adjustment of the exploitation period of 4 quarries until the end of 2030. For quarries used as common construction materials licensed by the Provincial People's Committee, it is determined to strive to stop exploiting the quarries by 2025.
Quang Ninh has strictly controlled and managed dredging activities to prevent illegal exploitation and exploitation of resources and minerals; at the same time, it has completed the plan to handle mine waste rock and soil, and put priority on using them as filling materials for socio-economic development projects in the area and producing artificial materials. It has updated the orientation of 32 mine waste dumps in the Coal industry to be used as filling materials in the General Planning of Quang Ninh province.
The situation of illegal exploitation, gathering, transportation and trading of sand and gravel in the province has been basically controlled, not allowing the formation of "hot spots" that cause public outrage. The inspection and handling of violations according to the provisions of the law have been strengthened. From 2019 to present, the whole province has discovered and arrested 213 cases of violations in illegal exploitation, gathering, transportation and trading of sand and gravel; discovered and handled 155 cases of illegal exploitation, destruction and transportation of soil; discovered 11 cases of illegal exploitation, gathering, trading and transportation of stone...
