Regarding representatives of state capital in enterprises, Minister of Finance Nguyen Van Thang said that there must be a management and evaluation mechanism associated with a remuneration regime, "salary and bonuses based on a scale will never attract talented people".
The National Assembly spent the afternoon of November 29 discussing the Law on State-owned Enterprises (amended).
Delegate Hoang Van Cuong (Hanoi) commented that the profit distribution mechanism as in the draft Law will not encourage businesses to do good business and make high profits because all are only allowed to deduct a maximum of 3 months of salary to put into the reward and welfare fund.
Mr. Cuong raised the issue that if a business is inefficient but its self-pay rate is high, there will be no profit left to allocate to bonus and welfare funds. However, in reality, the monthly income of workers is still high.
"On the contrary, if a business does well but people set low wages, then the business is profitable and the profits are high, people can only deduct 3 months of salary as a bonus, so the workers still have low income," Mr. Cuong analyzed.
Delegates believe that profit distribution must first be used to implement assigned targets and plans such as increasing capital, contributing to the budget, setting up accumulation funds for development, setting up reserve funds, and the remainder will be distributed to employees.
Thus, workers will enjoy according to their results. If the remaining profit is high, they will enjoy a lot, if the profit is low, they will enjoy a little.
Delegate Nguyen Manh Hung (Can Tho) said that the model of the state capital ownership agency in enterprises operates administratively. He cited the State Capital Management Committee at Enterprises established in 2018 to separate state management and capital management, but its activities are still administrative and not linked to the operational expertise of enterprises.
According to him, the ownership function should be separated from state management, and the responsibilities and obligations of state-owned enterprises in public and social activities should be made public.
In addition, it is necessary to limit administrative intervention in operations, and link accountability, supervision, and recruitment mechanisms for management and operations with work efficiency.
On behalf of the agency drafting the bill, presenting to the National Assembly for the first time in his new position, new Minister of Finance Nguyen Van Thang expressed his gratitude to the National Assembly deputies for their trust, confidence, election, and approval of him to hold the position of Minister of Finance.
He emphasized his commitment to make efforts to fulfill assigned duties and tasks, meeting the trust and expectations of the Party, State and National Assembly deputies.
Explaining about capital representatives, the Minister said that capital representatives at enterprises play a very important role, deciding the business performance of enterprises as well as preserving and developing capital at enterprises.
"We must have a management and evaluation mechanism," the Minister expressed agreement with the opinion of delegate Hoang Van Cuong.
"There must be a management and evaluation mechanism associated with the treatment regime, there must be tools for people. We have a very strict treatment and evaluation mechanism, people work very hard but salaries and bonuses are said to be on a scale, then we will never have talented people," Minister Nguyen Van Thang shared and said that talented people will never fulfill their responsibilities.
"Why do businesses in the same industry pay 50-100 times more outside, 5 times or 10 times more is common, but our capital representative pays very little? Obviously, that is not acceptable," the Minister analyzed.
He agreed that there should be objective and transparent regulations for managers. When doing well and exceeding profits, there will be bonuses, but if doing poorly, there can be warnings or even dismissal.
