On the morning of April 20 local time, at the Cuban National Assembly Headquarters, right after the official welcoming ceremony, National Assembly Chairman Vuong Dinh Hue held talks with President of the National Assembly of People's Power and the Council of State of Cuba Esteban Lazo Hernández.
In an atmosphere of brotherhood and mutual trust, National Assembly Chairman Vuong Dinh Hue and National Assembly Chairman Esteban Lazo Hernández shared about the recent situation in each country, discussed directions and measures to continue strengthening the fraternal solidarity and comprehensive cooperation between the Party, State, parliament and people of Vietnam and Cuba, as well as regional and international issues of mutual concern.
National Assembly Chairman Esteban Lazo Hernández was delighted and warmly welcomed National Assembly Chairman Vuong Dinh Hue and the high-ranking delegation of the Vietnamese National Assembly, who were the first high-ranking foreign leaders to officially visit Cuba right after the successful Cuban General Election and the election of a new Leadership Board, a milestone contributing to further deepening the bilateral relationship of solidarity and brotherhood between Vietnam and Cuba, especially on the occasion of the Caribbean island nation celebrating the 62nd anniversary of the victory at Giron Beach and the Declaration of the Socialist Nature of the Cuban Revolution (April 1961), the 70th anniversary of the attack on the Moncada barracks (July 1953) and the two countries celebrating the 60th anniversary of the establishment of the Cuban Committee for Solidarity with South Vietnam (September 1963), and the 50th anniversary of Leader Fidel Castro's first visit to Vietnam and to the Liberated Zone of South Vietnam (September 1973).
The President of the Cuban National Assembly especially emphasized and highly appreciated the high-ranking members of the Vietnamese delegation, the National Assembly and leaders of ministries and sectors related to the two countries' current important cooperation areas, and welcomed the participation of Vietnamese businesses.
The President of the Cuban National Assembly affirmed that he always attaches importance to and wishes to further deepen the special traditional relationship and comprehensive cooperation with Vietnam; highly appreciates and congratulates Vietnam's achievements in controlling the COVID-19 pandemic, maintaining economic growth, and ensuring social security; thanks the Party, State and people of Vietnam for their solidarity, sincere support, and selfless and transparent assistance to the Cuban Revolution, in the cause of protecting, building and developing the country up to now, especially in the current difficult time through visits, encouragement, and support both spiritually and materially.
National Assembly Chairman Vuong Dinh Hue sincerely thanked the Cuban National Assembly leaders for their warm, friendly and thoughtful reception, demonstrating the traditional friendship and special cooperation between Vietnam and Cuba.
Congratulating Cuba on successfully organizing the election of the 10th National Assembly of People's Power, the constitutional session to elect and approve the Cuban State Leadership and Government for the 2023-2028 term on April 19; affirming that the Party, State and people of Vietnam have full confidence that the Cuban people, under the leadership of the Party and State of Cuba, will continue to achieve many new achievements on the path of protecting and building a prosperous and happy socialist Cuba.
On this occasion, National Assembly Chairman Vuong Dinh Hue congratulated Mr. Esteban Lazo Hernández on gaining the trust of the Party, State and people of Cuba, continuing to be elected as Chairman of the National Assembly of the People's Power of Cuba and invited the Chairman of the Cuban National Assembly to soon return to visit Vietnam.
National Assembly Chairman Vuong Dinh Hue respectfully conveyed the warm regards of General Secretary Nguyen Phu Trong, President Vo Van Thuong and Prime Minister Pham Minh Chinh to Cuban Revolutionary Leader General Raul Castro Ruz, First Secretary and President Miguel Díaz-Canel, Prime Minister Manuel Marrero Cruz, and National Assembly President Esteban Lazo Hernandez.
On this occasion, National Assembly Chairman Vuong Dinh Hue presented the book "Some theoretical and practical issues on socialism and the path to socialism in Vietnam" by General Secretary Nguyen Phu Trong to the Chairman of the Cuban National Assembly.

National Assembly Chairman Vuong Dinh Hue expressed his gratitude to Cuba for sending a team of medical experts to help Vietnam respond to the COVID-19 pandemic, donating drugs to support COVID-19 treatment, and providing 5 million doses of Abdala vaccine.
The two leaders discussed the overall bilateral agenda and agreed on measures to strengthen cooperation between the two countries in general and the two National Assemblies in particular; they were delighted with the vibrant and substantive development of the special solidarity relationship between Vietnam and Cuba in the context of complicated developments in the world situation.
The good political-diplomatic relations, solidarity, closeness and trust between the two countries continue to be consolidated and developed, with regular and flexible dialogues maintained at the highest level, across all three channels of Party diplomacy, State-parliamentary diplomacy and people-to-people diplomacy.
Relations between the two legislative bodies are being promoted in a substantive and effective manner.
Economic, trade and investment relations continue to develop positively and diversely in many areas such as agriculture and food security, consumer goods production, clean energy, etc.
Security and defense cooperation continues to be strengthened in the spirit of comradeship and brotherhood.
Cooperation in the fields of culture, education, science and technology and between levels from central to local levels is increasingly in-depth, substantive and diverse.
The Chairmen of the National Assembly of the two countries agreed that in the coming time, they will continue to closely coordinate to increase the exchange of delegations at all levels, regularly maintain cooperation mechanisms including the Theoretical Workshop between the two Parties, the Intergovernmental Committee, Political Consultation between the two Ministries of Foreign Affairs, the Policy Dialogue between the two Ministries of Defense, and effectively implement the inter-parliamentary cooperation mechanism between the two National Assemblies that was established on this occasion.
The two sides also agreed to continue supporting policies to support businesses to increase investment in areas suitable to the needs, conditions and capacity of each country; effectively implement projects to develop rice, corn and seafood production in Cuba, while continuing to specify key areas of cooperation such as biotechnology, healthcare, tourism infrastructure construction, etc.; continue to strengthen the exchange of experiences in legislative and supervisory work; share experiences in macro-management, finance, monetary banking, state-owned enterprise reform and areas of mutual interest to the two National Assemblies, thereby contributing to consolidating and diversifying the special relationship and comprehensive cooperation between Vietnam and Cuba more effectively.
The two leaders emphasized the importance and agreed to closely coordinate activities related to the 60th anniversary of the establishment of the Cuban Committee for Solidarity with South Vietnam (September 1963), the 50th anniversary of Fidel Castro's first visit to Vietnam and to the Liberated Zone of South Vietnam (September 1973) in Santiago de Cuba city as well as in the two provinces of Quang Tri and Quang Binh; thereby continuing to foster and further develop the special, exemplary, and loyal friendship and solidarity between the two countries, a precious legacy founded by President Ho Chi Minh and Fidel Castro.
At the meeting, the two National Assembly Chairmen also discussed international and regional issues of mutual concern.
On this occasion, National Assembly Chairman Vuong Dinh Hue, on behalf of the Party, State and people of Vietnam, announced the decision to present the Cuban people with a gift of 5,000 tons of rice and symbolically present tablets to the National Assembly and People's Councils at all levels of Cuba (our National Assembly presented 300 tablets).
Vietnamese ministries, branches and localities also have gifts for Cuban partners.
The two leaders signed and exchanged the Agreement on the establishment of an inter-parliamentary cooperation mechanism between the two National Assemblies; witnessed the exchange of cooperation documents including: Memorandum of Understanding on cooperation in the field of construction between the two Ministries of Construction; Cooperation Program for the period 2024-2025 between the two Ministries of Justice; Cooperation Plan for the period 2023-2027 between the Ministry of Science and Technology of Vietnam and the Ministry of Science, Technology and Environment of Cuba; Cooperation Agreement between the Central Committee of the Ho Chi Minh Communist Youth Union and the Central Committee of the Communist Youth Union of Cuba for the period 2023-2028; Cooperation Agreement on information exchange between the Vietnam News Agency and the Prensa Latina News Agency of Cuba./.
