Ha Dong District focuses on promoting the value of traditional craft villages

In the past time, implementing Program No. 05-CTr/QU dated January 9, 2020 of the District Party Committee on "Preserving and promoting the values ​​of traditional craft villages, historical and cultural relics contributing to the socio-economic development of Ha Dong district in the period of 2020-2025", Ha Dong district has deployed many solutions to promote, introduce products and cooperate to promote investment in tourism development, in which craft village tourism is considered an advantage and development potential of the district.

Strengthening promotion of craft village tourism products

In Ha Dong district, there are 3 traditional craft villages (Van Phuc silk weaving, Da Sy blacksmithing, Thuong Mao carpentry), which are one of 6 key tourist clusters of Hanoi capital (Ha Dong tourist cluster and vicinity) identified in the Hanoi city tourism development plan to 2020, with a vision to 2030, focusing on developing traditional craft village tourism and entertainment services.

The Department of Culture, Science and Information of Ha Dong district organized a conference to train and disseminate tourism laws to businesses in the craft villages of Van Phuc Silk Weaving, Da Sy Blacksmithing, and Thuong Mao Carpentry in 2025.

With the viewpoint of preserving traditional craft villages associated with tourism development, enhancing exchanges, learning and sharing experiences to organize tourism development activities in the area; Ha Dong District People's Committee has organized for government representatives and craft village associations in the district to participate in annual tourism promotion in localities across the country in response to the National Tourism Year such as: Khanh Hoa, Binh Dinh, Quang Nam - Da Nang, Dien Bien... to support some establishments of Van Phuc silk weaving village to participate in displaying and introducing products of traditional craft villages.

In addition, the People's Committee of Ha Dong district has proposed and received support from the Hanoi Department of Science and Technology to develop, certify and manage the collective trademarks "Van Phuc Silk" in Van Phuc ward; "Da Sy Forging" in Kien Hung ward; "Moc Thuong Mao" in Phu Luong ward. On April 16, 2024, the Department of Intellectual Property issued Decision No. 44464/QD-SHTT on granting a Certificate of Trademark Registration to the Van Phuc Silk Weaving Village Association and the Da Sy Forging Village Association. Currently, the People's Committee of Ha Dong district is coordinating to develop a collective trademark for the products of Thuong Mao carpentry village.

In addition, the District People's Committee also spent nearly 1 billion VND from the budget to support production and business development through the district's annual industrial promotion plan, fair activities, promotion, etc.

Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Ha Dong District Can Thi Viet Ha said that Program No. 05-CTr/QU of the Ha Dong District Party Committee has set out priority programs and projects to be implemented in the period of 2021-2025. Up to now, the district has implemented 6/9 programs and projects including: Investment in conservation, maximum preservation of original elements of relics and promotion of the value of relics; Program to promote tourism investment, support promotion, introduction and honoring the brands of traditional craft villages; Program to train tour guides at points for craft villages and historical - cultural relics, initially focusing on Van Phuc craft village, Da Sy forging craft village and the relic cluster of communal house, pagoda, and Ba La Khe stele.

According to the Chairman of the People's Committee of Ha Dong district, the remaining programs and projects will continue to be reviewed and proposed for implementation in the coming time, such as: Project on synchronous infrastructure investment in traditional craft villages in Ha Dong district; Program on training, fostering and propagating crafts, transmitting and teaching crafts, maintaining and training artisans for craft villages and Program on digitizing the relic system in Ha Dong district.

Recommendations from practice

In general, the attention to investment and promotion of craft villages and historical relics in Ha Dong district has contributed to preserving and conserving the value of each product, type of craft village and relic site, thereby attracting more and more visitors to visit and worship.

However, according to the assessment of the Ha Dong District Party Committee, in the process of implementing Program No. 05-CTr/QU of the District Party Committee, there are many difficulties and limitations such as: Leadership and direction in some localities are not yet resolute, direction and orientation are not yet specific; policies and mechanisms applied to traditional craft villages are still lacking and not suitable; the maintenance of the craft has not focused on preserving craft villages, creating unique, applicable, high-tech products, combined with tourism development; this is not considered a main, long-term, and sustainable business model for craft villages when the urbanization rate is getting faster and stronger, natural resources are gradually depleted. This requires more support and participation from Party committees and authorities at all levels from the district to the grassroots, departments, branches, and unions of the district and especially the response and consensus of local people in the district.

To promote both economic and historical values, the People's Committee of Ha Dong district has requested the City People's Committee to promptly complete and approve the 1/500 detailed planning project for the preservation and development of traditional craft villages combined with tourism in Van Phuc silk weaving village. At the same time, it is requested that the city issue regulations on vocational training costs and the transfer of small-scale handicrafts to rural workers; promptly direct and guide the District People's Committee to remove difficulties and obstacles in the Da Sy industrial cluster project, as a basis for implementing investment in the construction of technical infrastructure of the industrial cluster to soon put it into business and exploitation.
