(Dan Tri) - In Ho Chi Minh City, only one district does not organize child care for children aged 6-18 months, the remaining 21 districts and Thu Duc city have organized mass child care for this age group.
The information was mentioned at the conference to review 10 years of implementing the reception of children from 6 to 18 months old in Ho Chi Minh City, which took place on the morning of December 31.
In the 2014-2015 school year, Ho Chi Minh City was the first locality in the country to pilot the project of accepting children aged 6-18 months at 13 kindergartens in 8 districts including District 7, 12, Binh Tan, Tan Phu, Thu Duc and Binh Chanh, Nha Be, and Cu Chi districts.

In the first year, each district piloted 1 to 2 public kindergartens with a total of 175 children. In the 2015-2016 school year, the city continued to expand the pilot to 4 more districts: District 9, 11, Go Vap, and Tan Binh.
After 10 years of implementation, 21 districts and Thu Duc City have organized childcare for children aged 6-18 months. Up to now, only District 4 in Ho Chi Minh City has not implemented childcare for this age group.
As of the 2024-2025 school year, the city has 241preschools accepting children from 6 to 18 months old. Including 133 public schools, 58 non-public schools and 50 independent child care groups with the public rate accounting for 55.1%; non-public 24%; independent child care groups 20.9%.
On average, each group has 12 children, the number of teachers/child is guaranteed according to regulations and there is 1 caregiver. The total number of children sent is 2,593; the number of teachers taking care of children aged 6-18 months has increased from 52 teachers in the first year to 546 teachers in the 2024-2025 school year.
According to the report of the Department of Education and Training of Ho Chi Minh City, the total cost of receiving children aged 6-18 months in the city is nearly 21,735 billion VND. Of which, the budget expenditure is nearly 17,199 billion VND, and the social expenditure is over 4,536 billion VND.
In order to support the teaching staff, Ho Chi Minh City has implemented Resolution No. 01/2014/NQ-HDND (dated June 14, 2014) of the Ho Chi Minh City People's Council on supporting preschool education with a support level of 35% of the basic salary due to the nature of the work. The total budget for implementing the support policy is more than 55 billion VND.
Ms. Le Thuy My Chau, Deputy Director of the Department of Education and Training of Ho Chi Minh City, affirmed that taking care of children aged 6-18 months at preschools is a major policy of Ho Chi Minh City, demonstrating deep concern for the comprehensive development of children right from the first months of life.
Ms. Chau said that after the 10-year project review, in the coming time, Ho Chi Minh City will continue to maintain, expand and develop this model to meet the needs of parents. To effectively implement the above model, according to the Deputy Director of the Ho Chi Minh City Department of Education and Training, in the coming time, units need to pay attention to investing in facilities and equipment, focusing on promoting resources from society; and doing a good job of propaganda so that everyone understands and knows about this model.
In addition, preschool education needs to continue to conduct professional training courses, organize field trips, and exchange model points to exchange and learn from each other in caring for children of this age.
