High goals, drastic implementation
Immediately after Prime Minister Pham Minh Chinh , Chairman of the Central Emulation and Reward Council launched the emulation movement "The whole country joins hands" In the program "eliminating temporary and dilapidated houses" in 2025, Gia Lai Provincial Party Committee has established a Steering Committee to implement the elimination of temporary and dilapidated houses, headed by the Provincial Party Secretary. The province has mobilized many sources of funding and the combined strength of the entire political system, the business community, the armed forces, and the people. The province has implemented many methods suitable for each locality. Where families and communities can build or repair themselves, they will assign work and provide instructions on settlement to save costs and time; companies and businesses with workers and laborers subject to the elimination of temporary and dilapidated houses will create conditions for salary advances to make counterpart funds; coordinate and assign each unit of the Army, Police, Youth Union, and Women's Union at all levels to be in charge of and help each locality eliminate temporary and dilapidated houses.
The total demand for eliminating temporary and dilapidated houses in Gia Lai province in 2025 is 8,485 houses, of which 6,828 will be newly built and 1,657 will be repaired. This is a large number with a huge amount of work, but Gia Lai province still sets a target and is determined to complete the elimination of temporary and dilapidated houses in the first 6 months of 2025. According to information from the Steering Committee for the elimination of temporary and dilapidated houses in Gia Lai province, as of April 10, the whole province of Gia Lai has started to build new and repair 5,471 houses, reaching 64.48% of the plan. There are 1,868 completed houses, of which 1,388 are newly built and 480 are repaired. There are 3 localities that have basically completed the elimination of temporary and dilapidated houses: Pleiku city and the two towns of Ayun Pa and An Khe. With high political determination, Kon Tum province has also supported the elimination of temporary and dilapidated houses for 1,928/2,752 households, of which 1,488 houses were newly built and 440 houses were repaired, reaching 70% of the plan (as of April 9). According to comrade Le Ngoc Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Kon Tum Provincial People's Committee, to complete the goal of eliminating temporary and dilapidated houses in the first 6 months of 2025, the Provincial Party Committee, the People's Committee and the Steering Committee for the elimination of temporary and dilapidated houses in Kon Tum province have been drastically and synchronously implementing solutions; balancing resources, removing difficulties, obstacles, mechanisms and policies to have a basis for implementation, ensuring timeliness and compliance with regulations.
Army units unite and work together
Eliminating temporary and dilapidated houses for the people is a key political task in 2025 of the two provinces of Gia Lai and Kon Tum, and the Army units stationed in the area have been unanimous, joined hands, and supported the Party committees, authorities, and people to implement it. The image of Army officers and soldiers present in all urban, rural, remote areas helping people eliminate temporary and dilapidated houses has become a beautiful image, a symbol of military-civilian solidarity. Division 10 (Army Corps 34) mobilized more than 5,000 working days of soldiers to build 17 houses for the poor in Muong Hoong commune, Dak Glei district, Kon Tum province. Among them, many families live on high mountains, steep and narrow roads, officers and soldiers of Division 10 had to carry and carry each brick, each bag of cement, each sheet of corrugated iron to the house construction site, which was admired and highly appreciated by the authorities and people.
Colonel Pham Canh Toan, Deputy Commissar of the Kon Tum Provincial Border Guard Command, said that with the goal of eliminating temporary and dilapidated houses in the border area of Kon Tum province in the first 6 months of 2025, the Provincial Border Guard has coordinated with local Party committees, authorities, and socio-political organizations to eliminate temporary and dilapidated houses in the spirit of "fastest, most effective, and most economical". Currently, the Provincial Border Guard has built 9 houses, with a total value of 760 million VND; at the same time, mobilized thousands of working days to help people eliminate 145 other temporary and dilapidated houses.
“The border area of Kon Tum province includes 13 communes in 4 districts: Sa Thay, Dak Glei, Ngoc Hoi, Ia H'Drai, the people's lives are still difficult, the rate of poor and near-poor households accounts for 23.76% and families with housing difficulties have almost no ability to build new or repair houses. Therefore, the new houses meeting the "3 hard" criteria have brought joy and great happiness to the people, contributing to maintaining peace in the border area", Colonel Pham Canh Toan affirmed.
Corps 15 aims to support the elimination of 348 temporary and dilapidated houses in 2025 with a total budget of VND 16,406 billion. In 2024, Corps 15 mobilized resources to support the elimination of 142 temporary and dilapidated houses for families of soldiers, workers and defense officials, laborers and people in the area. Corps 34 launched support for the elimination of temporary and dilapidated houses in 9 communes and towns in 5 districts of Gia Lai province, including: Dak Doa, Mang Yang, Dak Po, Chu Pah, Chu Puh. Also in Gia Lai, Division 2 (Military Region 5), after completing the plan to eliminate temporary and dilapidated houses in An Khe town, will continue to expand support to 7 communes in 3 districts: Kbang, Dak Po and Kong Chro. Gia Lai Provincial Border Guard supported 5 communes in 3 border districts: Duc Co, Chu Prong, Ia Grai; units: Engineering Brigade 280, Workshop 340 (Military Region 5), Brigade 132 (Telecommunication Corps), Warehouse K896 and Warehouse K897 (Armament Department, General Department of Logistics and Engineering) all simultaneously mobilized to help people eliminate temporary and dilapidated houses.
Comrade Rah Lan Chung, Deputy Secretary of the Provincial Party Committee, Chairman of the Gia Lai Provincial People's Committee, said that eliminating temporary and dilapidated houses is a humane policy and movement, helping disadvantaged groups in society to rise up. The implementation of eliminating temporary and dilapidated houses in Gia Lai province has encountered many difficulties due to the large number of houses, limited funding, and urgent time. However, the more difficult it is, the more determined we must be, and the more meaningful it is to do it in difficult times. Localities, departments, branches, and socio-political organizations need to have high political determination, and the army and people must be united and join forces for the happiness of the people.
