The purpose of this sports event is to test and evaluate the results of technical and tactical training, combat command work, performance of duties of the components, the results of combat team coordination training of infantry gun teams shooting low-flying targets, suppressing unmanned aerial vehicles with portable electronic warfare equipment and visual observation forces of units in the Service. Through this, lessons can be drawn, timely supplementing the development of specialized training content and perfecting combat procedures, training targets of infantry teams shooting low-flying targets, suppressing unmanned aerial vehicles with portable electronic warfare equipment and visual observation forces.

Speaking at the opening ceremony of the sports festival, Colonel Nguyen Xuan Thuy, Deputy Chief of Staff of the Air Defense - Air Force affirmed: In response to the requirements and tasks of building the Army and protecting the Fatherland in the new situation, the entire army in general and the Air Defense - Air Force in particular are continuing to promote the implementation of breakthroughs to improve the quality of training work. Competitions and sports festivals are one of the 10 contents of the Training Staff work; for the Sports Festival on Eye Observation, Teams shooting low-flying aircraft with infantry guns, and UAV suppression teams this time, it is a favorable opportunity for units to learn and exchange experiences with each other; thereby, helping the military agencies, divisions (brigades) see the strengths and weaknesses in training eye observation forces, UAV suppression soldiers and infantry gun teams. Thereby, supplementing the content and measures to actively and resolutely overcome weaknesses and weak points, aiming to improve the quality of training of the unit in the coming time.

In order for the 2023 Eye Observation Competition, the team shooting low-flying aircraft with infantry guns, and the UAV suppression team to achieve good results, Colonel Nguyen Xuan Thuy requested the Organizing Committee and the Jury to organize and direct the agencies, units, and teams participating in the competition to carry out the plan; the jury teams to promote a sense of responsibility, evaluate the results objectively, honestly, and impartially; and accurately reflect the level and quality of each unit in the competition.

For the units participating in the sports festival, it is necessary to make efforts, be creative, and make good use of their knowledge and experience to complete each sports event with the highest results; with the spirit of solidarity, humility, and mutual learning; strictly follow military discipline and sports festival regulations, and ensure absolute safety for people and weapons and equipment.

Immediately after the opening ceremony, the teams practiced the sports events as planned.
