In the first quarter of 2025, in addition to the regular key tasks, the Party Committee and the government from the district to the grassroots level will carry out many new tasks arising in the process of implementing the organization and streamlining of the apparatus under the direction of the Central and the city. The Ba Dinh District Party Committee has led and directed the implementation resolutely and comprehensively in all fields. The spirit and identity of Ba Dinh District will continue to be maintained and preserved, ready to move to operate under a new model.

In particular, the district actively and proactively implemented the streamlining and rearrangement of the apparatus organization according to the direction of the Central and the city by merging 2 Party Committees, rearranging 10 specialized agencies under the District People's Committee, dissolving the District Police Party Committee; completing the consolidation and rearrangement of the political system of Truc Bach ward, ensuring the apparatus operates stably and effectively from January 1, 2025. The district pays attention to doing a good job of orienting public opinion, creating consensus among cadres, party members and people in the process of implementing political tasks.

The leadership of the Party Committee in implementing socio -economic development tasks has remained stable and has grown. In the first quarter of 2025, the budget revenue in the area reached more than VND 2,522 billion, reaching 20.7% of the assigned estimate; investment expenditure was VND 117 billion, reaching 18.8% of the estimate.

In particular, the district actively accelerated the progress of site clearance for key projects, especially creating a clear change in the site clearance work of the Ring Road 1 section Hoang Cau - Voi Phuc. Ba Dinh also promoted digital transformation, applying information technology in management and operation; strengthened discipline, administrative discipline, enhanced responsibility for performing public duties; maintained political security and social order and safety, absolutely protected the safety of important political events of the Party and State, and prevented complicated incidents from arising.

In the second quarter of 2025, the Ba Dinh District Party Committee will focus on leading and directing the effective implementation of Party building work, performing the tasks of socio-economic development, security and defense. The district continues to lead and direct the preparation for the 2020-2025 term review and the preparation for organizing Party congresses at all levels towards the 14th National Party Congress, in conjunction with the implementation of the work of streamlining the apparatus in the political system under the direction of the Central Government and the city.

Notably, the district proactively develops plans and options for rearranging wards when there is no district-level administrative unit. Specifically, the district focuses on completing the rearrangement of wards before May 31, 2025, in parallel with researching and arranging cadres and civil servants to ensure reasonableness and compliance with regulations.

In the field of urban management, Ba Dinh district focuses on accelerating the progress of detailed planning for old apartment buildings: Thanh Cong, Ngoc Khanh, Giang Vo, Lieu Giai. At the same time, continue to complete detailed planning for the projects of Bach Thao Park, urban subdivision planning of the Red River, Phuc Xa II lake area; 2 special national monuments: Voi Phuc temple, Quan Thanh temple.
