Ba Dinh District currently has 13 commune-level administrative units, including 13 wards: Cong Vi, Dien Bien, Doi Can, Giang Vo, Kim Ma, Lieu Giai, Ngoc Ha, Ngoc Khanh, Phuc Xa, Quan Thanh, Thanh Cong, Truc Bach, Vinh Phuc with a population of over 226,000 people.
According to the plan to establish a commune-level administrative unit, Ngoc Ha ward will include the wards of Vinh Phuc, Lieu Giai and part of the wards of Ngoc Ha, Doi Can, Kim Ma, and Cong Vi.
Ba Dinh Ward includes Truc Bach, Quan Thanh, Dien Bien wards, and part of Ngoc Ha, Doi Can, and Kim Ma wards.
Giang Vo Ward includes the following wards: Ngoc Khanh, Giang Vo, Thanh Cong, and part of Cong Vi Ward.

Phuc Xa ward alone will be merged with commune-level administrative units of other districts to form a new commune-level administrative unit.
Currently, the entire Ba Dinh district is implementing a district-wide campaign to collect people's opinions on administrative unit arrangement. The district's opinion collection team assigns members to go to households to distribute opinion forms to voters representing households.
According to the instructions on organizing public consultation and approval of People's Councils at all levels on the arrangement of commune-level administrative units in the city, the People's Committee at the commune level decides to establish groups to collect public consultation according to the village, residential group or area.
The public opinion collection team is responsible for receiving ballots issued by the People's Committee at the commune level; distributing ballots to each household; completion date is no later than April 21.
Commune level synthesizes and prepares a report on the results of public opinion collection and sends it to district level; implementation time is no later than April 24.
Based on voters' opinions and the results of the sessions of the People's Councils at the commune and district levels, the Hanoi People's Committee will finalize the plan and project; submit it to the Hanoi People's Council for approval of the policy of arranging new administrative units on April 29, 2025. After that, Hanoi will submit the documents and project to the Government and the National Assembly Standing Committee before May 1, 2025.
