Methods of mobilizing children to attend class and enrolling at the beginning of the grade
District 8 flexibly implements enrollment for the 2025-2026 school year based on three factors: Local school allocation, the number of children of enrollment age, and information on students' current residence from the industry database. At the same time, the city's shared digital map system is used to calculate students' travel distance, without allocating students according to ward administrative boundaries, in order to create conditions for students to study near their current residence and in accordance with the local situation.
Admission subjects are divided into 2 types. Subject 1: Priority is given to students in grades 1 and 6 who have a "current residence" in the area and are within the prescribed age. Subject 2: students who wish to study in an area that is not their actual residence, but must ensure the conditions for registration on the city's admission system, meeting the criteria in the district's admission plan such as: students who have completed preschool or primary school at schools in District 8; students whose father or mother works in District 8 (an agency or organization located in the area); students whose "current residence" according to VNeID is in the border areas between districts and District 8; students who have transferred provinces.
Student information on the city'seducation database system (including "current residence" and other information that affects local admissions) if updated after the data review period must fully comply with the instructions of the Ho Chi Minh City Department of Education and Training and must be completed before May 1, 2025. Absolutely do not adjust information after the prescribed time.

What should preschool children pay attention to when going to school?
In the 2025-2026 school year, District 8 will mobilize 100% of 5-year-old children who are attending schools near their current residence to attend preschools, the number of which will be determined by the district's enrollment steering committee. There will be a plan to ensure enough places for children under 5 years old. Gradually increase the rate of mobilizing preschool children to attend school.
Ensure that all children of the right age must declare or update information to the database system (information on "current residence" must be reviewed and updated accurately and must have a personal identification code); for children who have attended nursery, preschool, and kindergarten classes in the 2024-2025 school year, they will continue to attend that school in the 2025-2026 school year.
Accepting children from 13-18 months old at the following schools/facilities: 19/5 Kindergarten, Tuoi Ngoc Kindergarten, Trai Tim Nho Kindergarten, Vuon Sang Tao Kindergarten, Anh Sao Kindergarten, Vuon Uom Tuong Lai Kindergarten, First Academy Kindergarten, Thien Ha Xanh Kindergarten.
19/5 Kindergarten, District 8 conducts enrollment in classes according to a high-quality, advanced, and integrated educational program.
District 8 People's Committee proposed to base on the actual number of classrooms to estimate the number of children in kindergarten groups and classes, at the same time, the principals of public kindergartens coordinate with non-public schools, nursery groups, kindergarten classes, and private independent kindergarten classes so that children in the area who need to attend classes can attend. Continue to accept children from 3-4 years old who are studying at the school in the 2024-2025 school year, ensuring compliance with regulations, accuracy, fairness, and objectivity to create favorable conditions for parents in the enrollment process. Especially for 5-year-old children entering kindergarten, it is necessary to ensure enough teachers, equipment, and implementation of the preschool education program according to regulations, and not organize combined classes for 5-year-old children. Ensure that 5-year-old children attend classes in all types, striving to reach a rate of 100%.

Non-public preschools organizing 5-year-old kindergarten classes must ensure 2 teachers/class, and must implement the preschool education program according to regulations and the correct type of activity according to the establishment license. If teachers cannot be arranged, a written report must be sent to the District People's Committee so that arrangements can be made to receive children of this age group (currently studying in class groups) into public preschools in the same area.
Enrollment for grade 1, school year 2025-2026
Mobilize 100% of 6-year-old children (born in 2019) in District 8 to enter grade 1.
The admission process is divided into 2 phases. Phase 1: Priority is given to students who have actual residence in the area. Phase 2: Based on the units that have not recruited enough students compared to the assigned quota, in case the parents of the students do not agree with the school's admission results. The Admissions Steering Committee at the beginning of the level decides on additional admissions, and at the same time stipulates that students are allowed to apply for admission during this phase (registration is still carried out online at https://tuyensinhdaucap.hcm.edu.vn) according to the prescribed schedule.
Based on age, local residence, class size, boarding rate, and 2-session/day classes, all conditions are created for school-age children to attend school. In particular, 100% of children entering grade 1 must be declared or have their information updated on the city's education sector's enrollment database (in which information on "current residence" must be checked and updated accurately, and must have a student identification code).

For foreign language enhancement classes, the admissions council is responsible for reviewing and organizing additional recruitment surveys every year, but must ensure that the number of students does not exceed the regulations.
