Resolution is the leadership method of the Party. If the Resolution is "correct and accurate", the leadership in implementing and bringing the Resolution into life will be smooth and bring practical results. Grasping the achievements of the 2015 - 2020 term, Binh Thuan Party Committee has set new expectations for the 2020 - 2025 period, thereby crystallizing the good values into the 14th Congress Resolution. Therefore, the Resolution of the 14th Congress was born, carrying a strong vitality, converging enough visions and missions that cadres, party members and people in the province trust and entrust.

Resolutions bring life to life

Binh Thuan is a province located in the area influenced by the Southern key economic zone. Over 30 years of re-establishment of the province, with the spirit of solidarity, innovation, determination to change thinking, find a suitable direction, the Party Committee, government, army and people of Binh Thuan have overcome difficulties and hardships, risen up, transformed strongly and achieved very specific results. In the period of 2015 - 2020, the province has known how to take advantage of potentials, turn difficulties into advantages, turn challenges into opportunities, take tourism development and energy industry as a breakthrough, build an irrigation system to ensure water for people's daily life and production as a foundation. Thanks to that, Binh Thuan has had remarkable development, gradually narrowing the gap in development level with the provinces in the Central Coast and Southeast regions.

“The important thing now is to put the Party’s Resolution into practice and to organize and effectively implement the Resolution. How can we overcome the situation where the Resolution is correct and good, but slow to be implemented in life; there are even cases where words do not match actions, talk a lot but do little?” The reminder of General Secretary Nguyen Phu Trong at the National Conference to study and thoroughly grasp the Resolution of the 13th National Party Congress has become a guideline for not only Binh Thuan but also provinces and cities nationwide to resolutely implement the Resolution of Party Congresses at all levels.

The achievements of previous congresses are the premise for the 14th Congress of the Binh Thuan Provincial Party Committee (term 2020 - 2025) to set the following goals: strengthening the building and rectification of a clean and strong Party Committee; promoting the strength of the political system and the great national unity bloc; maintaining national defense and security; promoting the application of science and technology, actively innovating, creating, proactively linking, cooperating and integrating; improving the effectiveness and efficiency of the state administrative apparatus; mobilizing and using resources reasonably and effectively; comprehensive development, focusing on developing three pillars associated with the application of high technology, building value chains: industry; tourism; agriculture; constantly improving people's lives, striving to become an address with strong attraction for large and capable investors, bringing Binh Thuan province to develop rapidly and sustainably, strong in marine economy, energy and tourism. The Congress also set out 23 key targets for the 2021-2025 period, such as an average gross domestic product (GRDP) growth rate of about 7.0 - 7.5%/year. The average poverty rate decreased by 0.7 - 1%/year. An average of 2,000 party members were developed annually and more than 75% of grassroots party organizations and upper-level party organizations were classified as having completed their tasks well or better...

To achieve the above goals, the 14th Congress approved 13 tasks and solutions, focusing on the following key tasks: Strengthening Party building and rectification, reorganizing the apparatus and cadres of the political system, ensuring streamlined, effective and efficient operations; tightening discipline and order associated with promoting the fight against corruption and negativity. Promoting economic restructuring associated with innovation of the growth model towards improving productivity, quality and competitiveness of the economy; prioritizing the development of three pillars associated with the application of high technology, building value chains: industry; tourism; agriculture. Focusing on improving the cultural and spiritual life of the people. Consolidating and strengthening national defense and security, maintaining political security and social order and safety. Strengthening state management of land, minerals, forests, sanitation, environment, disease prevention and control, and response and adaptation to climate change. Develop and implement the Binh Thuan Provincial Planning for the period 2021 - 2030, with a vision to 2050, to ensure effectiveness...

Along with that are 3 breakthroughs: Improving the quality of human resources, focusing on building a team of highly qualified cadres with practical capacity, pure moral qualities, close to the people, respecting the people, responsible to the people; focusing on building female cadres, young cadres with potential and ensuring succession. Increasing public investment and attracting social resources to invest in building technical infrastructure, including digital infrastructure. Promoting research and application of scientific and technological advances in production development, improving people's lives. Promoting administrative procedure reform; creating a favorable environment to attract business investment, association, cooperation and development.

The aspirations and development goals are clearly and specifically expressed in the resolutions and targets set out at the congress. The 23 main targets, 5 key tasks and 3 strategic breakthroughs, represent the most concise representation of the work that Binh Thuan must do during the entire 5-year term. Every cadre, party member and citizen in the province, when studying the 14th congress resolution, can visualize the future development of the province.

The “headwinds”…

No matter how correct, accurate and good a resolution is, if it is not implemented, it will remain on paper and not come to life. Therefore, the entire political system from the province to the grassroots level has put all its efforts with the highest determination to successfully implement the Resolution of the 14th Congress. However, when it comes to implementation, Binh Thuan has encountered many difficulties and disadvantages, even unprecedented situations.

The first year of implementing the Resolution was also the time when the Covid-19 pandemic was raging, Binh Thuan was a province located right at the gateway to the hotspots of Ho Chi Minh City, Dong Nai and Binh Duong. In the above situation, Binh Thuan both fought the pandemic and took care of the lives of the people in the province, then opened buses to Dong Nai, Binh Duong and Ho Chi Minh City to welcome people back to their hometowns. At the same time, dragon fruit - a product with advantages in the agricultural sector - could not be exported to China because the border was closed due to the pandemic, making farmers' lives difficult. Meanwhile, the energy sector, one of the three economic pillars of the province, was "broken". And it can be said that the biggest difficulty for Binh Thuan at this time was being influenced by a number of cases and violations concluded and handled by competent authorities; many officials were prosecuted and disciplined in many different forms; the province had to continuously replace officials, including key officials. Difficulties piled on top of difficulties, negatively affecting the mentality of the staff, directly affecting the continuous succession in the province's personnel work in recent times. All of this has created huge challenges for the process of deploying and implementing the resolution. How will Binh Thuan overcome these "headwinds"?

Overcoming difficulties

“Fire tests gold, hardship tests strength”, Binh Thuan always has a difference when it knows how to promote the tradition of dynamism, creativity, daring to think, daring to do, thereby making timely and correct decisions. Binh Thuan has thoroughly grasped the direction of the Central and the Government on flexibility in fighting the epidemic and managing socio-economic development. Binh Thuan also effectively implements the spirit of turning “danger” into “opportunity” and the spirit of daring to accept, daring to face difficulties to find ways to overcome them, not giving up or using objective difficulties to justify subjective weaknesses.

To successfully implement the 14th Congress Resolution, one of the first issues that Binh Thuan paid special attention to and implemented immediately after the Congress was to strongly innovate the leadership, direction and administration methods according to the motto "orienting to the grassroots"; taking drastic actions; having clear tasks and implementation roadmaps; and at the same time promoting the highest spirit of dynamism, creativity and enthusiasm of the staff and Party members. The fields of economics - politics - society... received special attention and had many innovations. The spirit of innovation is clearly demonstrated in the leadership, direction and administration of the Provincial Party Standing Committee, the Provincial Party Standing Committee, the Provincial Party Committee, the People's Council, the Provincial People's Committee and spread to all levels of Party committees, authorities, sectors, localities and units. In particular, the Provincial Party Standing Committee always selects the most important and essential issues that have the strongest impact on the breakthrough development of the province to focus on leading and directing decisively and effectively. The discussion and resolution making process has also been innovated and improved in quality, accordingly, only thematic discussions and resolutions are focused on major, key issues, with the resolution content being concise, specific and clear. During the past half term, many resolutions and regulations on mechanisms and policies have been issued, promptly resolving and removing many bottlenecks and bottlenecks, unblocking resources and promoting development.

At the same time, all levels and units in the province have continuously innovated to improve the quality of organizing learning, thoroughly grasping, and propagating the implementation of Party directives and resolutions to make the vitality of directives and resolutions take root deeply and promote more positive effects in practice.

In particular, in the past half of the term, high-level Party and State leaders have made many visits and worked in Binh Thuan. That not only demonstrates the Central Government's concern but also suggests and orients short-term and long-term strategies and solutions, while removing "bottlenecks" to help Binh Thuan break through and rise up. Typically, in August 2022, Prime Minister Pham Minh Chinh visited and worked in Binh Thuan. During the working session, the Prime Minister pointed out that "Binh Thuan must develop a green, fast and sustainable economy. To carry out this task, Binh Thuan must improve the effectiveness of leadership, direction, administration and organization of task implementation; promote strategic infrastructure development; focus on human resource training; build and perfect mechanisms and policies; protect the environment, convert energy, and combat climate change".

With the support from the Central Government, along with the innovations and creativity in thinking and action of the Party Executive Committee, the Provincial Party Standing Committee, the Provincial Party Standing Committee and moreover, the solidarity, consensus and efforts of the business community and the people, during the half-term of implementing the Resolution of the 14th Provincial Party Congress, Binh Thuan has achieved many important results.

“To effectively implement the Resolution of the 14th Provincial Party Congress, term 2020 - 2025, Party committees, Party organizations, authorities, the Fatherland Front, and mass organizations need to continue to concretize the goals, tasks, and solutions set forth in the Resolution of the Congress for implementation. Promote the implementation of key tasks and three breakthroughs; regularly inspect and urge the progress of key projects and works of the province; deploy the Binh Thuan Provincial Planning for the period 2021 - 2030, with a vision to 2050 immediately after being approved by the Prime Minister.
