Head of the Central External Relations Commission Le Hoai Trung recently gave an interview to the press, assessing the results and significance of the state visit of General Secretary and President of China Xi Jinping and his wife from December 12 to 13.

Particularly important foreign activities of Vietnam and China

According to Mr. Le Hoai Trung, this visit is a particularly important foreign activity for both Parties and countries, right on the occasion of the 15th anniversary of the establishment of the Vietnam-China Comprehensive Strategic Cooperative Partnership. The visit and the arrangements made by the Chinese side demonstrate the high regard of the Party, State, people of China and General Secretary and President of China Xi Jinping for the Party, State, people of Vietnam and General Secretary Nguyen Phu Trong personally. The Head of the Central External Relations Commission also said that Vietnam has shown respect and ceremony at the highest level, solemnity, with exceptions, while at the same time being close and sincere, demonstrating friendship and high respect for the Party, State, people of China, and General Secretary and President of China Xi Jinping personally. This is also a response to the respect, thoughtfulness and many exceptions that China has shown to General Secretary Nguyen Phu Trong and the high-ranking Vietnamese delegation when they visited China in October 2022.

According to Mr. Le Hoai Trung, the two mutual visits of the two General Secretaries are of great significance, marking a historic milestone in the relationship between the two Parties, the two countries and the two peoples. This visit has strongly enhanced mutual understanding and trust. The two sides agreed that the Vietnam-China relationship is constantly expanding and deepening, with cooperation in all fields making positive and comprehensive progress. Both countries affirmed each other's respect for the Vietnam-China relationship and support for each other's national development.

The connotation of Vietnam - China relations at a new height

On the basis of the traditional relationship and the common perceptions that have been achieved, following the motto of "16 words" and the spirit of "4 goods", the two Parties and two countries issued the "Vietnam - China Joint Statement on continuing to deepen and elevate the comprehensive strategic cooperative partnership, building a Vietnam - China Community of shared future of strategic significance". The goal is for the happiness of the people of the two countries, for the cause of peace and progress of mankind. The Joint Statement also affirmed the principles of developing the relationship are to comply with the United Nations Charter, international law and basic norms of international relations, persistently respect each other, equality, mutual benefit, win-win cooperation, respect each other's sovereignty and territorial integrity, persistently resolve disagreements through peaceful means. The connotations of the relationship at a new height are 6 directions of striving to strengthen the relationship as stated in the Joint Statement, namely "6 more" . These are: Higher political trust, more substantive defense and security cooperation, deeper substantive cooperation, more solid social foundation, closer multilateral coordination and better control and resolution of disagreements . The exchanges between the leaders of the two Parties and two countries were comprehensive, sincere, constructive and frank. Specifically, as General Secretary Nguyen Phu Trong emphasized, better control and resolution of disagreements is essential for the Vietnam - China relationship both in the short and long term.

The high-level perceptions, joint statements and 36 documents signed during the visit have created a comprehensive framework for promoting relations and enhancing effective and practical cooperation in the coming time. According to Mr. Le Hoai Trung, the contents of the 6 directions - "6 more" as mentioned above are clearly stated and specified in the joint statement. As in the direction of "Deeper substantive cooperation", the two sides agreed on cooperation in developing transport infrastructure, energy, telecommunications, logistics, facilitating road, air and railway transport, enhancing investment cooperation in agriculture, digital economy, green development, ensuring supply chain security. China will actively promote the process of opening its market for Vietnamese agricultural products such as fresh coconuts, frozen fruit products, citrus fruits, avocados, custard apples, rose apples, medicinal herbs of plant origin, livestock and poultry meat, and open new and upgrade border gates to promote people-to-people exchanges and import and export of goods. A list of 36 signed documents has been published in the media, including 3 documents on cooperation between the two Parties' departments, 5 documents in the fields of diplomacy - defense - security - justice and 28 documents on economic, cultural, scientific and environmental cooperation between ministries, branches and localities of the two sides.

According to the Head of the Central External Relations Commission, the very good results of this particularly important foreign affairs activity, along with the important results of many other foreign affairs activities, have affirmed that our country's foundation, potential, position and international prestige have never been as good as today. It is also an affirmation of the correct foreign policy of the Party and State, the "Vietnamese bamboo" school of foreign affairs and diplomacy, the comprehensive, direct and regular leadership and direction of the Central Executive Committee, the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong. These realities have also been recognized by the Chinese Party and State, affirmed in the Joint Statement that "Vietnam's comprehensive strength and international influence are at an unprecedented height". This foreign activity is a mark of raising the level of relations, creating important foundations for the two Parties, two countries and two peoples to strive to promote the development of Vietnam - China relations in accordance with the spirit of President Ho Chi Minh on "the close relationship between Vietnam and China, both comrades and brothers". Thereby contributing to consolidating the peaceful environment, consolidating the favorable foreign situation, creating new favorable conditions for national development, enhancing the international position and Vietnam's contribution to the common work of the international community.
