High school graduation exam plan from 2025: Expected to still be the same session and same questions

At the Government press conference on the afternoon of August 5, Deputy Minister of Education and Training Hoang Minh Son said that up to this point, about 91% of candidates have completed paying the admission fee on the Ministry of Education and Training's General Admission Support System (system).

According to regulations, by 5:00 p.m. on August 6, candidates must complete the payment of admission fees on the system. After this time, the system will close the portal. After August 6, the Ministry of Education and Training will update the data and coordinate with the school to organize the admission process and filter out fake candidates. It is expected that on August 22, the first round of admission scores will be announced by considering the 2023 high school graduation exam scores.

This year, a total of more than 660,000 candidates have registered for admission, equivalent to 66% of the number of candidates registering for the high school graduation exam. In 2022, this rate is 64.07%.

Regarding the high school graduation exam plan from 2025, on behalf of the Government, Minister of Education and Training Nguyen Kim Son has just sent a document to the National Assembly Standing Committee's monitoring delegation on innovation of general education programs and textbooks, explaining a number of concerns and inadequacies pointed out by the monitoring delegation, including the issue of high school graduation exams.

Notably, the National Assembly Standing Committee's monitoring delegation on innovation of general education programs and textbooks pointed out: Up to now, the guiding document on the method and content of the high school graduation exam according to the new general education program has not been issued, which is one of the reasons causing difficulties for students in orienting the selection of subject combinations for grade 10 in the 2022-2023 school year; the teaching staff is confused in adjusting teaching methods, testing methods, and assessment. Public opinion is still concerned about continuing to implement the policy of implementing a common exam with 2 goals: both to consider high school graduation and to serve as a basis for university and college admissions in the context of expanding autonomy in higher education.

The Ministry of Education and Training said that after issuing the 2018 general education program, the Government directed the Ministry of Education and Training to research and propose very early high school graduation exam options from 2025 in the direction of assessing the qualities and necessary abilities of learners; ensuring adaptation to changes in the context of globalization and the new industrial revolution; ensuring the requirements for innovation in examination methods and recognition of high school graduation in the direction of reducing pressure and costs for society while still ensuring reliability and honesty, serving as a basis for university admissions.

During the research process, the Government directed the Ministry of Education and Training to proactively receive and apply international achievements and good experiences in innovating high school graduation exams; inherit and promote the results of organizing the national high school graduation exams for the period 2015 - 2019, the high school graduation exams for the period 2020 - 2023 and coordinate with the roadmap for innovating the assessment of the learning process of high school students.

After May 17, 2023, the Ministry of Education and Training analyzed and evaluated comments from the whole society to complete the high school graduation exam plan from 2025, expected to be issued at the beginning of the 2023-2024 school year.

The high school graduation exam plan from 2025 basically inherits the current exam methods and organization, ensuring consistency in the reliability of assessment results so that relevant parties can exploit and use them for different purposes (including universities that conduct admissions in a spirit of autonomy).

The method of organizing the same exam questions and sessions for both compulsory and elective subjects on a large scale and allowing students to decide for themselves which subjects to take the graduation exam among the subjects in high school, basically meets the requirements of the 2018 general education program, in accordance with the way students choose subjects.

In the coming time, the Government will direct the Ministry of Education and Training to continue researching and evaluating to promote the advantages of the previous national high school exam and the current graduation exam to announce the high school graduation exam plan according to the 2018 general education program in the direction of properly assessing learners' abilities, being fair, public, transparent, concise, and more suitable to the reality of localities.
