According to the policy agreed by the Central Government, local government is organized at two levels: Provincial level (province, centrally-run city) and communal level (commune, ward, special zone). The district level will cease to operate after the National Assembly passes the amendments and supplements to the 2013 Constitution and the Law on Organization of Local Government 2025. It is expected that the country will reduce about 60-70% of the current number of communal administrative units. The number of communes and wards is expected to decrease from more than 10,000 to about 5,000.

The People's Committees of provinces and cities shall prepare dossiers on the arrangement of commune-level administrative units before May 1, as requested by the Government. After that, the Ministry of Home Affairs shall conduct appraisal and prepare dossiers on the project of merging communes and wards to submit to the Government before May 30, after which the Government will submit them to the National Assembly Standing Committee for consideration.
To date, 33 provinces and cities have plans to reorganize communes and wards. Of these, Hanoi has the largest number of wards and communes, down from 526 to 263 (down 50%), Nghe An province from 412 to 130 (nearly 70%), Ho Chi Minh City from 273 to 102 (62%)... The locality with the fewest administrative units is Da Nang from 47 to 13 (down nearly 72%), followed by Ninh Thuan province from 62 to 17 (72%), Bac Lieu province from 64 to 25 (61%)...
