'Magic' records for Chinese doctors to treat patients at Huu Nghi and Hong Phat Clinics

The group forged and used 16 certificates of qualification for medical interpretation at two general clinics to complete the records for Chinese doctors to practice.

On April 1, the People's Court of Da Nang City tried the defendants Lin Chao Yang (Chinese nationality), Pham Thi Quynh Hoa (residing in Hai Phong), Tran Thi Ngoc Bich (residing in Hai Phong), and Bach Thi Thanh (residing in Nghe An) for the crime of forging seals and documents of agencies and organizations; and using forged documents of agencies and organizations.

According to the indictment announced by the prosecutor's office, Lin Chao Yang and Wu Jin Biao (Chinese nationality) jointly invested in a chain of 5 general clinics in provinces and cities, including Huu Nghi General Clinic (Da Nang) and Hong Phat General Clinic (Hai Phong).

The two people above contributed 30-70% of capital in each clinic. These people contributed capital illegally, without registering their investment according to Vietnamese law.

All five clinics are registered and have Vietnamese legal representatives, but in reality all decisions are directed by Lin Chao Yang.

Lin Chao Yang is in charge of the clinic chain, directly managing Hong Phat Clinic. Wu Jin Biao manages Huu Nghi Clinic and Le Loi General Clinic (Nghe An).

Hoa is Lin Chao Yang's assistant, directing administrative and human resources staff. Bich and Thanh are administrative and human resources staff at Hong Phat and Huu Nghi Clinics. Lin Chao Yang and Wu Jin Biao are in charge of recruiting Chinese doctors and Vietnamese interpreters.

At the time of initial recruitment, these two men knew that many Chinese doctors did not have a practicing certificate and had not been granted a practice registration.

For Vietnamese interpreters, only knowing Chinese is enough to apply for a job at the clinic chain. Both of them also know that these people do not have a certificate of qualification to interpret Chinese in medical examination and treatment.

For the sake of profit and to quickly operate the clinic chain, Wu Jin Biao proposed to Lin Chao Yang to order fake certificates of qualification for Chinese medical interpretation for Vietnamese interpreters.

The recruited interpreters only needed to provide personal information and ID photos, and Wu Jin Biao would contact a person (whose identity is unknown) to order a fake one.

Lin Chao Yang and Wu Jin Biao agreed to forge 16 certificates of Chinese medical interpretation qualifications of individuals working at Huu Nghi and Hong Phat Clinics; and directed Hoa, Bich, and Thanh to use these documents to submit to competent authorities to complete the registration procedures for medical examination and treatment for Chinese doctors.

Although they knew that the above certificates were fake, under the direction of the two Chinese "bosses", the above group of employees repeatedly used these papers to send to the Department of Medical Examination and Treatment Management (Ministry of Health), the Department of Health of Hai Phong and Da Nang to register and complete procedures for Chinese doctors to examine and treat patients at Huu Nghi and Hong Phat Clinics...

In this case, Wu Jin Biao left Vietnam, the investigation agency prosecuted the defendant and issued a wanted notice.
