Phu Loc builds a commune that meets legal access standards

To complete the criteria of a commune meeting TCPL standards, Phu Loc commune has done a good job of disseminating, popularizing, and thoroughly understanding the contents, tasks, and regulations on TCPL standards to cadres, civil servants, and people. Thereby, ensuring the people's right to access information, the right to disseminate and educate the law, the right to receive legal aid, the right to reflect, make recommendations, complain, and denounce.

Xuan Yen village has 252 households, with 956 people. Party cell secretary, village head Nguyen Bien Cuong - head of the village mediation team, said: "Xuan Yen is the second village selected by the People's Committee of Phu Loc commune to build a model mediation team, with 7 members. Starting to implement the model, the Party Committee, the government, the Fatherland Front, organizations and Party cells, the village front working committee have promoted propaganda to the people on measures and ways to reconcile and resolve conflicts and disputes in residential areas. Through propaganda, the people in the village have raised their awareness, strictly followed the Party's guidelines and policies, the State's policies and laws and local regulations. At the same time, they united, agreed to join hands and contribute with the local Party Committee and government to build a model new rural area. Thanks to that, for many years, there have been no disputes among the people, petitions, complaints, denunciations, or loss of security and order in the village. Even happier, thanks to the Party's will and the people's hearts, in 2023 Xuan Yen village was recognized as a new rural village. model".

Identifying the implementation of the commune meeting the TCPL standards as a key task, the locality has proactively developed and issued programs and plans to implement and enhance the TCPL capacity of the people. Accordingly, the commune has done a good job of supporting people to access information and TCPL quickly and effectively. Specifically, the commune has effectively implemented the model of "Disseminating and educating the law in coordination between the Commune People's Committee and the community learning center", by diversifying propaganda, dissemination and legal education activities at the grassroots level, in many forms such as on the loudspeaker system, the commune's electronic information page, social networks zalo, facebook... From this approach, the awareness of complying with the Party's guidelines and policies, the State's policies and laws, and local regulations among the people has been raised. That has become a factor that has significantly reduced conflicts, disputes, complaints and denunciations of the people in the commune in recent times. In 2024 and the first 3 months of 2025, there will be no complaints, denunciations, reflections, or recommendations from the people in the commune and no disruption of security and order will occur.

Building a "Friendly Government, serving the People", the commune requires cadres and civil servants to uphold their sense of responsibility in receiving citizens, handling complaints and denunciations, and improving the efficiency of administrative procedure settlement for organizations and all people in the area. To realize the goal of serving the People, Phu Loc commune has deployed the model of "Scanning QR codes to perform administrative procedures at level 3 and level 4". The model has helped to quickly and effectively handle administrative procedures for organizations and people. In 2024 and the first 3 months of 2025, the whole commune received online and directly 1,332 records related to the fields of civil status, certification, regimes, policies, land... With a high sense of responsibility, 100% of administrative procedure records of organizations and people were resolved by Phu Loc commune before and on time, with no overdue records. Through taking survey ballots to assess the satisfaction level of people, organizations, and businesses about the quality, service attitude, and settlement of administrative procedures, 100% of the votes were satisfied and very satisfied.

In the coming time, the commune will continue to combine the dissemination and education of law with the implementation of synchronous and quality patriotic emulation movements, contributing to bringing Phu Loc to the model new rural area finish line in 2025.
