Identifying that digital transformation is not a movement but an inevitable trend in the 4.0 era, a long-term journey to change the mindset and awareness of cadres and people, when assigned the task by Hau Loc district, the commune has developed a plan, fully equipped with knowledge and skills about digital transformation for cadres and members of the digital technology team. From there, promote propaganda through the radio system, electronic information pages, conferences, training courses... about the meaning of digital transformation for people, especially implementing the motto "going to every alley, knocking on every door" to mobilize and support people in the process of applying it in practice. In addition, coordinate with banks to open accounts, create QR codes, and make payments via banking applications on smartphones for small traders, people at markets and business stores; guide businesses and business households to register to participate in e-commerce platforms, open electronic payment accounts, use digital platforms to promote products... Since then, people have gradually changed their habits and seen the convenience of electronic payment for services such as tuition fees, electricity, water, telephone bills... Ms. Nguyen Thi Vi, Xuan Yen village said: "At first, when I was encouraged to pay electricity bills via banking applications on the phone, I was quite hesitant because I had the habit of using cash and performing operations on the phone was slow. However, after being guided by commune officials, up to now, I have not only proactively paid for services, but also participated in the commune's zalo group to exchange information, promptly update information and activities of the locality".
As a locality with strengths in agricultural development, Phu Loc commune has mobilized and encouraged people to apply digital transformation in production activities, creating high-quality agricultural products. Accordingly, Phu Loc Commune Agricultural Service Cooperative has invested more than 3 billion VND to install a greenhouse system, growing racks, fans, etc. to produce hydroponic vegetables and melons. The automatic irrigation and organic fertilizer system connected via software installed on the phone has ensured adequate water supply for crops, limited labor costs, shortened crop growth time; improved productivity, design and quality of agricultural products.
In order to promote the application of digital technology in the new rural construction, Phu Loc commune has directed the villages to establish zalo groups with the participation of representatives of households in the village to promptly disseminate, inform, and propagate the policies, laws of the Party and the State, and provide news of local activities. In addition, the commune has mobilized all resources to invest in upgrading the computer system, applying information technology in processing documents, work records, etc. In the cultural house area, the wifi network system is free to meet the needs of people to look up information and access entertainment. At the one-stop department of the People's Committee, administrative procedures are updated, posted publicly and transparently, and people are given specific instructions on the process and implementation steps so that they can easily implement them both directly and online... The deployment of the security and order surveillance camera system has promptly detected many violations of the law and traffic accidents in the area.

The commune strives for the proportion of people of working age with skills to use online public services and essential digital services to reach 70% or more, the proportion of people able to pay for essential services to reach 50% or more, and the number of people with address codes on the digital map platform to reach 100%...
