In order to promote the application of digital technology in rural development, contribute to improving the quality of life for people, and gradually narrow the gap in service quality between rural and urban areas, Phu Loc commune (Hau Loc district) has implemented many models and programs on digital transformation, gradually meeting the requirements of comprehensive digital transformation.

Phu Loc accelerates digital transformation. The hydroponic vegetable production model in the commune involves installing an automatic irrigation system.

Recognizing that digital transformation is not a movement but an inevitable trend of the 4.0 era, and a long-term journey to change the mindset and awareness of officials and the people, when assigned the task by Hau Loc district, the commune developed a plan and fully equipped its officials and members of the digital technology team with knowledge and skills about digital transformation. From there, they intensified propaganda through the radio system, electronic information pages, conferences, and training sessions... about the significance of digital transformation to the people, especially implementing the motto "going to every alley, knocking on every door" to mobilize and support people in the process of applying it in practice. In addition, they coordinated with banks to open accounts, create QR codes, and facilitate payments via banking applications on smartphones for small traders and people at markets and businesses; The commune guided businesses and households in registering to participate in e-commerce platforms, opening electronic payment accounts, and using digital platforms to promote products. As a result, people gradually changed their habits and saw the convenience of electronic payments for services such as tuition fees, electricity, water, and telephone bills. Ms. Nguyen Thi Vi, from Xuan Yen village, said: "Initially, when encouraged to pay electricity bills through banking applications on my phone, I was quite hesitant because I was used to using cash and was slow at performing transactions on my phone. However, after being guided by commune officials, I now not only proactively pay for services but also join the commune's Zalo group to exchange information and stay updated on local news and activities."

As a locality with strong potential for agricultural development, Phu Loc commune has encouraged its people to apply digital transformation to production activities, creating high-quality agricultural products. Accordingly, the Phu Loc Commune Agricultural Service Cooperative has invested more than 3 billion VND in installing greenhouse systems, growing racks, wind turbines, etc., to produce hydroponic vegetables and melons. The automated irrigation and organic fertilizer system, connected via software installed on mobile phones, ensures sufficient water supply for crops, reduces labor costs, shortens crop growth time, and improves productivity, appearance, and quality of agricultural products.

To promote the application of digital technology in rural development, Phu Loc commune has directed villages to establish Zalo groups with the participation of representatives from households in the village to promptly disseminate information and promote the policies and laws of the Party and State, and provide news on local activities. In addition, the commune has mobilized all resources to invest in upgrading the computer system and applying information technology in processing documents and work files. At the cultural center, a free Wi-Fi network is provided to meet the needs of people for information retrieval and entertainment. At the one-stop service center of the People's Committee, administrative procedures are updated, publicly posted, and transparent; people are given specific guidance on the process and steps to easily complete them both in person and online. The deployment of a security camera system has promptly detected many violations of the law and traffic accidents in the area.

Mr. Bui Hai Hung, Chairman of the People's Committee of Phu Loc commune, said: Currently, in the commune, payment transactions with government agencies for administrative procedures, hospital fees, tuition fees, electricity and water services, etc., are quite common among the people. Therefore, in the coming time, the commune will continue to invest in machinery and transmission systems applied at the commune-level one-stop service center, creating the most favorable conditions for the people in the process of resolving administrative procedures. We will continue to train and guide members of the community digital technology team on digital platforms. We will strengthen propaganda work to raise awareness among officials and people about the importance and urgency of digital transformation. The commune strives to achieve a rate of 70% or more of people of working age with skills to use online public services and essential digital services, 50% or more of people able to pay for essential services, and 100% of addresses assigned to digital map platforms...
