In the past two days, in Quang Binh, a rather short status line from a parent on social media has been causing a stir in public opinion, when it revealed that the class fund collection amounted to 2 million VND for 1 school year.
Specifically, this parent wrote: "Grade 11: class fund in semester 1 was negative, at the beginning of semester 2, an additional 500,000 VND/student was paid. At the end of semester 2, an additional 650,000 VND/student/45 students was paid. Negative nearly 30 million VND. Too record."

Further explaining the above "brief" questions, the person who is said to have written the status said that her child is an 11th grade student at Dao Duy Tu High School (Dong Hoi City, Quang Binh).
At the beginning of the school year and the beginning of the second semester, parents said they had paid the class fund twice, a total of 1 million VND (500,000 VND each time). However, after the recent year-end parent meeting, the homeroom teacher and the class parent association continued to lobby for an additional 1 million VND (650,000 VND for the class fund, 350,000 VND for the party).
Parents also said that the amount of 2 million VND/student/year for the class fund is too much, while the class has 45 students, so the total revenue is up to 90 million VND.
Regarding these scandals, Mr. Duong Van Trai, Principal of Dao Duy Tu High School, said that the board of directors had invited the homeroom teacher and representatives of the parents' association to work to clarify the matter.

According to Mr. Trai, the call for collecting the above mentioned amounts of money is real. Specifically, in the first semester, parents of this class paid 500,000 VND, in the second semester they paid 500,000 VND, and the third time is the expected payment of 1 million VND for the class fund.
According to Mr. Trai, the reason for such large expenditures is to compensate for the previous negative fund and to organize year-end parties, picnics, and rewards for students with high achievements.
Mr. Trai said that he will immediately stop collecting an additional 1 million VND in class funds. The school board will also hold a separate meeting with all parents of this class to continue listening to diverse opinions about collecting class funds.
According to Thanh Nien Newspaper reporters, in Quang Binh province, the collection of class fund is not mandatory and is usually called for by the parents' association. Although the amount varies from school to school, the average collection is only a few tens of thousands to a few hundred thousand VND, the highest is not more than 1 million VND/student in a school year.
