Circular 29 on extra teaching and learning: "If parents still focus on achievements, extra teaching and learning will still exist in a negative way"
Circular 29 of the Ministry of Education and Training will officially apply from February 14, stipulating 3 subjects of extra teaching and learning in schools but not allowed to collect money from students, including: Students with unsatisfactory subject learning results; Students selected by the school to nurture excellent students; Students reviewing for graduation exams and entrance exams.
Many parents give reasons for their children needing extra classes, such as fearing that their children will be at a disadvantage compared to their friends, wanting someone to look after their children, wanting to please the teacher, fearing that the teacher will "retaliate", and some also put a lot of emphasis on achievements.
Sharing with PV Dan Viet , Ms. Le Thu Huyen, a parent with children in grades 5 and 10 in Hanoi, expressed her opinion: "After reading Circular 29, I am extremely worried. Even if the teachers are good, but my child is a poor student, it is right that he or she has to take extra classes. If the student is a poor student, he or she has to take extra classes so that the teacher can tutor and guide him or her. If the student is a good student, he or she must also study to be better, to compete for this prize and that prize."

Ms. Nguyen To Ngan, whose child is studying at an elementary school, was also surprised when her child was not allowed to take extra classes: "My job is really too busy and I don't have enough knowledge and time to teach my child. Instead of letting my child fumble around at home, I send my child to a teacher's extra class. It's expensive and a bit tiring, but in return, I can rest assured about my child's knowledge. It's better than being at home with my child yelling at each other and still not wanting to study."
On February 10, Deputy Minister of Education and Training Pham Ngoc Thuong had discussions about the story of extra teaching and learning. According to Deputy Minister of Education and Training Pham Ngoc Thuong, for the education sector in general and extra teaching and learning in particular, the efforts of the education sector alone are not enough, but also need understanding, participation, and supervision from parents and society.
When parents are still burdened with their children’s academic performance, are not satisfied just because their children do not attend extra classes, and do not fully see the role of family education in addition to school education… then extra teaching and learning still exist in a negative perspective. Social supervision of the implementation of the Circular regulating extra teaching and learning is also very important for the regulations to be implemented effectively.
The Deputy Minister also emphasized that the issuance of the Circular regulating extra teaching and learning is to comply with many current policies, regulations and practical requirements.
"In recent days, through monitoring public opinion, it has been shown that the provisions of the Circular have received consensus from society. For Circular 29 to truly come into effect, it is important that all parties understand and fulfill their responsibilities correctly. Specifically: after the issuance of Circular 29 and after the Prime Minister's Official Dispatch dated February 7, 2025 on strengthening the direction of secondary and high school enrollment and management of extra teaching and learning activities, the Ministry of Education and Training will continue to issue further documents urging and directing the Departments of Education and Training to advise and issue instructions for implementation at the local level.
The People's Committees of the provinces need to direct the effective implementation of communication work, organize specialized conferences to disseminate and guide relevant subjects to unify in organizing and implementing the regulations correctly. The Ministry of Education and Training requests that the Departments of Education and Training continue to pay attention and soon issue instructions and advice suitable for the localities. The Ministry notes that schools should supplement students who are really weak, prepare for the transfer exam and need to determine that it is a responsibility that needs to be done... What the Circular stipulates on extra teaching and learning is aiming for an education with good values. Therefore, although the first step is difficult, it is hoped that there will be consensus and determination from teachers in the implementation. The Ministry of Education and Training will closely work with localities, schools, and teachers in the implementation process," said the Deputy Minister.
Dr. Nguyen Tung Lam: The goal of Circular 29 is very humane.
Looking at Circular No. 29 as a whole, Dr. Nguyen Tung Lam, Vice President of the Vietnam Association of Psychology and Education, said that there are two different issues about Circular 29 that need to be thoroughly understood. Circular 29 hopes to eliminate the situation of extra teaching and learning in schools. This goal is very humane, similar to countries with modern education systems in the world.
"In our country, many generations are immersed in extra teaching and learning. That is not in accordance with the development of modern people. The reason is that each student focuses on studying to serve the transfer exams, choose schools, choose classes with accompanying degrees. We only care about knowledge and degrees but have not paid enough attention to self-development to suit each individual student. Therefore, it can be said that the goal of Circular 29 is very good, very humane, that is, wanting to change old habits, old thinking that has become a habit for the people", said Dr. Nguyen Tung Lam.
However, according to Dr. Nguyen Tung Lam, Circular 29 is only a temporary solution, and it is difficult to solve the problem of extra teaching and learning at its root. Changing a habit, forming a way of thinking and doing requires a process so that each person has time to absorb and implement it, and cannot be changed immediately, just saying it and requiring it to be done immediately.
To eliminate the widespread practice of extra teaching and learning, according to Dr. Nguyen Tung Lam, there are three conditions and three factors. First, there must be enough schools and schools with relatively equal quality. Only then will there be no more situations where students have to try hard to take extra classes to pass the entrance exams to key schools. Second, teachers must have ways to train students to have the ability to self-study. Third, the state must ensure the rights of teachers. Teachers who help students must enjoy benefits and be paid.
"Circular 29 stipulates that 3 groups of people are allowed to teach extra classes at school without paying fees. If the school does not charge fees, the locality must have a budget to compensate the school for the costs to ensure the rights of teachers. Currently, the circular only mentions not being allowed to teach extra classes without paying adequate attention to the rights of teachers," said Dr. Nguyen Tung Lam.
