On February 29, branches of the Bank for Agriculture and Rural Development (Agribank) in Thanh Hoa province coordinated with the Farmers' Association (FA) and the Women's Union (WU) of the province to organize a conference to summarize the implementation of Inter-sectoral Agreement No. 01 and No. 02 on credit capital for agricultural and rural development in Thanh Hoa province in 2023 and deploy tasks for 2024. Attending the conference were comrade Nguyen Van Thi, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee.

By the end of 2023, the total outstanding loans under inter-sectoral agreements 01 and 02 at Agribank branches in Thanh Hoa province reached VND 18,410 billion, an increase of 12.3% compared to the beginning of the year. Of which, outstanding loans under inter-sectoral agreement 01 via the HND channel were VND 11,556 billion; loans under inter-sectoral agreement 02 via the HLHPN channel were VND 6,854 billion. Credit quality is always guaranteed, the bad debt ratio accounts for only 0.04% of total outstanding loans. To date, the whole province has formed 4,838 loan groups with more than 142,000 members.

People participating in borrowing capital are evaluated for loans at the group, disbursed, collected debts, and collected interest through mobile groups and commune transaction points, which has contributed to saving travel costs and accessing loan capital more conveniently and easily. In addition, during the borrowing process, group members are also trained and transferred science and technology by the People's Council and the Women's Union at all levels, thereby building feasible production and business plans, promoting the effectiveness of loan capital.

Through the coordination program between Agribank branches in the province and the Farmers’ Association, the Women’s Union at all levels has actively contributed to the implementation of credit policies serving agricultural and rural development. The capital has supported the development of many production models, effective linkages, creating jobs for thousands of rural workers, promoting a strong shift in the structure of crops and livestock; forming concentrated commodity production areas, contributing to the successful implementation of income criteria in new rural construction in many localities across the province.

Building on the achieved results, in 2024, Agribank branches in Thanh Hoa province will continue to coordinate with the provincial Farmers' Association and Women's Union to promote the implementation of inter-sectoral agreements 01 and 02, striving for outstanding loans through loan groups to grow by 7% or more.

Speaking at the conference, comrade Nguyen Van Thi, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee affirmed: The lending program under inter-sectoral agreements 01, 02 is a good and creative way; becoming a direct, practical and effective capital transmission channel, linking Agribank's activities with the activities of the association at all levels.
He requested that units continue to closely follow the Party's guidelines, the State's policies, and the province's key socio-economic development programs to coordinate and effectively deploy credit capital to serve agricultural and rural development, ensuring timely capital supply, to the right subjects, and using it for the right purposes and promoting the highest efficiency.
The Standing Vice Chairman of the Provincial People's Committee also requested local authorities to pay attention and direct the shortening of the time for granting Land Use Right Certificates to people, ensuring sufficient conditions for banks to lend capital. Units continue to consolidate and improve the operations of loan groups and steering committees in localities; promote science and technology transfer activities, introduce and replicate good and suitable models and practices so that people have more knowledge and experience in production and business to use loans effectively. Mobilize loan group members to open payment accounts, get acquainted with and use non-cash payment services, contributing practically to the implementation of the Project on Developing Non-cash Payments in the province for the period 2021-2025.
