Answering this question of many concerned people, a representative of the Department of Cultural Heritage said that the registration of the National Intangible Cultural Heritage is not a "top-down" decision but must be based on the will of the community.

Accordingly, the Ministry of Culture, Sports and Tourism does not select or register itself, but must have the locality, based on the wishes of the people and the community that owns the heritage, consider all appropriate criteria to establish a scientific dossier of intangible cultural heritage to submit to the Minister of Culture, Sports and Tourism for approval.

Cultural heritage registration must be proposed by local authorities.

Ms. Le Thi Thu Hien - Director of the Department of Cultural Heritage - said that Circular No. 04/2010/TT-BVHTTDL in 2010 of the Minister of Culture, Sports and Tourism clearly stipulates the criteria, order and procedures for preparing and submitting scientific dossiers of intangible cultural heritage to propose inclusion in the National List of Intangible Cultural Heritage.

Accordingly, the criteria for selecting intangible cultural heritage to include in the National List of Intangible Cultural Heritage include:

- Representative, expressing the identity of the community and locality.

- Reflects cultural diversity and human creativity, passed down through generations.

- Ability to recover and survive long term.

- Consensus from the community, voluntarily nominated and committed to protection.

Regarding procedures: the Director of the Department of Culture, Sports and Tourism organizes the preparation of a scientific dossier on intangible cultural heritage and submits it to the Chairman of the Provincial People's Committee to propose the Minister of Culture, Sports and Tourism to include it in the List of national intangible cultural heritage.

After submitting the dossier, the council for evaluating the scientific dossier of intangible cultural heritage will work and give opinions.

The Director of the Department of Cultural Heritage, based on the appraisal opinions of the appraisal council, shall submit to the Minister of Culture, Sports and Tourism a decision on including intangible cultural heritage in the List of national intangible cultural heritage.

Thua Thien Hue has not yet established a heritage record for Hue beef noodle dish.

Ms. Thu Hien said that Vietnamese cuisine is not only diverse and rich but also extremely attractive.

However, the registration of intangible cultural heritage in the national list must comply with legal regulations.

The Ministry of Culture, Sports and Tourism always encourages provinces and cities to continuously conduct research, inventory intangible cultural heritage, and build scientific dossiers of heritage related to the field of traditional cuisine to propose inclusion in the National Intangible Cultural Heritage List.

Recently, many provinces and cities have built scientific heritage profiles related to the field of traditional cuisine and have been listed.

Such as the profession of making Pia cakes (Soc Trang), the art of preparing vegetarian dishes (Tay Ninh), the profession of making Lai Vung spring rolls (Dong Thap), the profession of making Khau Xen cakes and Chi Chop cakes of the White Thai people (Dien Bien), the profession of making Chung cakes and Giay cakes (Phu Tho), the technique of making Can wine of the Xtieng people (Binh Phuoc)...

However, up to now, Thua Thien Hue province has not established a scientific heritage profile for Hue beef noodle soup.

Mr. Phan Thanh Hai - Director of the Department of Culture, Sports and Tourism of Thua Thien Hue province - confirmed to Tuoi Tre Online that the province is currently submitting the dossier for the Van Cu village vermicelli making profession.

Speaking to Tuoi Tre on the occasion of the pho cooking profession in Hanoi and Nam Dinh being listed as a national intangible cultural heritage, Ms. Le Thi Thu Hien, Director of the Department of Cultural Heritage, said every Vietnamese person has the right to be proud.
