Auditing of construction investment projects using the State budget has been of interest to the State Audit Office since its establishment. The State Audit Office has issued many documents regulating and guiding the implementation of auditing of construction investment projects.
In the annual audit plan of the State Audit Office, a number of audit tasks of group A projects and important national projects are selected. In addition, in budget audits at ministries, localities and enterprises, a number of group B and C projects are also selected for audit, in order to evaluate the management and use of investment capital of the units.

Through auditing this field, the State Audit Office has pointed out shortcomings in the management of construction investment projects, from the investment preparation stage to the payment and settlement stage.

First of all, we need to start from the functions and tasks of the State Audit Office. Accordingly, the State Audit Office is an agency with the function of assessing, confirming, concluding and recommending on the management and use of public finance and public assets. Auditing activities are professional activities that are different from other inspection, examination and investigation activities.
The main objective of audits is to confirm the truthfulness and reasonableness of financial reports, State budget settlement reports, and completed project settlement reports; to evaluate the compliance, economy, efficiency, and effectiveness of audited activities, programs, and projects...
With the above characteristics, the effectiveness of the State Audit's operations mainly focuses on the aspect of prevention, detection of violations and recommendations for handling increased revenue, reduced state budget expenditure, recommendations for perfecting policy mechanisms, and rectifying the management and use of public finance and assets...
"In case of detecting acts with signs of crime, the State Audit Office will make recommendations or transfer them to the investigation agency for investigation, clarification and handling according to regulations.
